Duties
Processes and submits personnel and payroll actions in the National Finance Center (NFC) automated human resources, finance and payroll data base.
Applies a comprehensive body of Human Resources rules, procedures, and technical methods necessary to support a staffing function.
Monitors and initiates actions to resolve discrepancies with NFC human resources error control reports and required personnel suspense actions.
Verifies accuracy of personnel actions, resolves discrepancies, uploads and maintains Electronic Official Personnel File. Request federal service from prior agency and/or National Archives and Records Administration (NARA).
Coordinates and assists with the job offer confirmation process, employee benefits, and orientation processing.
Develops, reviews, identifies, and initiates actions to resolve NFC organization position and incumbent data reports.
Answers employee questions and advises supervisors on system or data-related issues including those associated with processing unique or unusual personnel actions.
Administers the accuracy and completeness of selected position and classification-related data elements, such as Bargaining Unit Status codes, drug program designation, or Fair Labor Standards Act status.
Works with the Specialists and managers to maintain accurate NFC organization position builds to correctly identify the position number, title, series, grade, organization location, and incumbent data.

Qualifications
You may qualify at the GS - 07 level, if you fulfill one of the following qualification requirements:
A. One year of specialized experience equivalent to the GS-06 grade level in the Federal service. Specialized experience is defined as coding and/or entering employee and/or position data into the agency automated personnel/payroll system; ensuring all personnel actions are processed in accordance with applicable OPM and agency laws, rules, and regulations; providing information on the employee benefits program and process benefit enrollments and changes; establishing and maintaining a variety of agency personnel files; OR
B. SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirements for the GS-7 level may be met by completion of one (1) year of graduate level education (18 semester/27 quarter hours) in a position-related field of human resources management. If you would like to use your education to qualify for this position, you must provide an unofficial transcript with the application.
You may qualify at the GS-08 level, if you fulfill the following qualification requirement:
A. One year of specialized experience equivalent to the GS-07 grade level in the Federal service. Specialized experience is defined as coding and/or entering employee and/or position data into the agency automated personnel/payroll system; ensuring all personnel actions are processed in accordance with applicable OPM and agency laws, rules, and regulations; providing information on the employee benefits program and process benefit enrollments and changes; establishing and maintaining a variety of agency personnel files. Served as Lead Human Resources Assistant reviewing, distributing, and balancing workloads of lower graded staff.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement.
To be eligible for the GS-07 position, applicants must have served 52 weeks as a GS-06 or higher in the Federal service.
To be eligible for the GS-08 position, applicants must have served 52 weeks as a GS-07 or higher in the Federal service.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
