Performs difficult administrative work maintaining various financial records, compiling reports, and related work as apparent or assigned. Essential Functions
Serves as the primary point of contact with respect to the annual county financial audit including ensuring that all documents and other requested information are provided to auditors on a timely basis.
Prepares supporting documentation and schedules the annual audit of County financial operations.
Maintains awareness of any regulatory or other pronouncements that impact accounting policies and procedures and ensures that the County is compliant with any that are relevant.
Supervises and schedules the work of personnel involved in accounts payable, fixed assets, and other areas of accounting procedures.
Performs maintenance on all general ledger accounts including account analyses and assists with the preparation and posting of monthly journal entries; approves all journal entries prepared by Accounting Associates and Accounting Specialists reporting to Accounting Manager.
Serves as primary point of contact for the County’s financial software provider, debt/lease/subscription vendor, and other vendors such as Amazon Business, etc.
Provides assistance to the Director, Finance for monthly and quarterly of financial reports to the Board of Commissioners and County Administration.
Performs year end and monthly financial closings as required and identifies any balance sheet accounts in need of correction. Supervises, assists with hires, directs, and evaluates assigned staff which includes monitoring work performance, counseling, directing, completing employee performance appraisals, and developing work improvement plans and/or disciplining employees.
May assist the Assistant Finance Director when needed.
May perform work of an Accounting Associates and Accounting Specialists as necessary.
May perform other duties as assigned by the Director and/or Assistant Director.

Knowledge, Skills and Abilities
Thorough knowledge of the theory, principles, methods and practices of accounting; thorough knowledge of the laws, ordinances and regulations governing financial matters; thorough knowledge of modern office methods, practices and equipment; ability to prepare and maintain complex financial reports and records; ability to analyze and evaluate complex financial systems; ability to express complex and technical ideas effectively, both orally and in writing; ability to supervise subordinate staff; ability to establish and maintain effective working relationships with elected officials, external agencies, associates and the general public.
Education and Experience
Bachelor's degree with coursework in accounting, finance, or related field is required. Previous work experience in local government, particularly County government is preferred. Supervisory experience is also preferred. CPA or other certification is preferred, but not required.
Physical Requirements
This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting, speaking or hearing and using hands to finger, handle or feel, frequently requires repetitive motions and occasionally requires standing, walking, stooping, kneeling, crouching or crawling, reaching with hands and arms and lifting; work has standard vision requirements; no special vocal communication skills are required; no special hearing perception is required; work requires preparing and analyzing written or computer data; work has no exposure to environmental conditions; work is generally in a quiet location (e.g. library, private offices).
Special Requirements
Favorable background history as determined by review of local, State and Federal records.
Valid driver’s license in the State of Georgia with a favorable driving history (MVR).
Favorable review of any professional license held through annual review of licensing authority.
