Colonial Pipeline is the largest refined products pipeline in the United States, transporting more than 100 million gallons or 2.5 million barrels per day. Colonial transports various grades of gasoline, diesel fuel, home heating oil, jet fuel, and fuels for the U.S. military through a pipeline system. Colonial transports approximately 45 percent of all fuel consumed on the East Coast, providing refined products to more than 50 million Americans. About the Principal Right of Way Agent Position As the Principal Right-of-Way Agent is accountable for analyzing, acquiring, negotiating, and maintaining real property rights and agreements to support Colonial’s operations and interests, including easements, licenses, ordinances, temporary workspace and access agreements, leases, and other, similar documents. The Principal Right-of-Way Agent plays a key role in engaging with stakeholders, including landowners, governmental agencies (such as planning and zoning boards and Departments of Transportation), developers, and utility companies, to support Colonial’s activities and interests. What You Get to Do: Negotiate, and serve as Colonial’s primary representative related to such negotiations, the acquisition of real property rights and agreements to support Colonial’s operations, with a particular emphasis on rights and agreements related to pipeline rights-of-way, including easements, licenses, leases, ordinances, encroachments, accommodations, survey permissions, temporary workspace agreements and access agreements. Engage with landowners and other stakeholders who have been impacted by releases and maintenance activities to understand their concerns and to negotiate a resolution of those issues. Work with ROW Agents and their managers to create career progression and development plans for ROW Agents, with associated milestones and timetables, to provide opportunities for career progression and succession planning. Support engagement with governmental entities and officials (such as zoning and permitting offices, mayors, commissioners, school superintendents, fire marshals, etc.) to obtain necessary permits and approvals to support maintenance, relocation, and environmental remediation projects. Establish and maintain relationships with key stakeholders, including certain governmental entities and officials (e.g., DOTs, planning commissions, etc.), developers, utilities, and landowners, in accordance with Colonial’s damage prevention, public awareness and public engagement programs, and serve as Colonial’s representative for meetings and events with same, as requested. What You Bring to the Table: Bachelor’s Degree in a related field of study from an accredited college or university; will consider a combination of experience and education. Ideally, 15 years of right-of-way and land management-related experience. Ability to travel up to 50% of the time. Real property legal coursework or International Right of Way Association Courses. Excellent working knowledge of Right of Way agreements, including easements, deeds, licenses, ordinances and permits, as well as the associated legal concepts for right-of-way and real property agreements. International Right of Way Association Membership, Common Ground Alliance Membership and/or Certified Notary Public.
