FUNCTION:
Develop and implement facilities operation services including preventative maintenance and general upkeep for all buildings, equipment, and grounds to ensure full education use; on-time and on-budget project management for all facility construction and renovation; organize, provide and manage custodial services to ensure all facilities are maintained for learning, teaching and the well-being, health, safety, sanitation and security of students, staff and community; support energy efficient systems that support the district’s energy conservation program and preserve resources for learning and teaching.

TERMS AND CONDITIONS OF EMPLOYMENT:
This position is governed by School Committee policy #4213 Non-Certified Supervisory and Confidential Employees. Because of this policy, this is considered an exempt position under Federal and State law, the employee will be required, as the occasion requires, to attend evening Building Committee and School Committee meetings, other tasks as required or directed by the Assistant Superintendent and Chief Human Resources Officer and be present at the various school facilities on an emergency and non-emergency basis at various times of day, night or weekends.
MINIMUM QUALIFICATIONS, ESSENTIAL SKILLS, AND EXPERIENCE REQUIRED:
- A high school diploma and an associate degree in a field related to facilities management are preferred.
- Outstanding interpersonal skills.
- Ability and willingness to be part of the Executive Team.
- Prior experience in a position with similar expectations.
- Experience managing and evaluating personnel.
- Communicate a vision for the improvement and maintenance of all school facilities.
- Possession of Building Operator Certification Level I and Level II preferred.
- In-depth knowledge of one or more trade areas including but not limited to electrical, plumbing, carpentry, machinery maintenance, etc., and/or building security.
- Experience with energy management systems, computer control of HVAC systems, electronic doors, etc.
- Demonstrated knowledge of Google Apps for Education, Microsoft Office and Facilities Maintenance Software; must be able to create and update documents, reports, spreadsheets, presentations, etc.
- Proven capacity to write proposals, prepare budgets, read and analyze contracts, as well as read, interpret, and apply required professional, technical and government regulations.
- Experience planning, managing and overseeing a budget.
- Demonstrated organizational and project management skills and the ability to maintain and prioritize multiple active projects at multiple sites simultaneously.
- Ability to identify and communicate areas of concern/improvement and suggestions for problem resolution.
- Experience preparing work specifications, securing estimates and bids, negotiating contracts, and monitoring construction/repair work in accordance with contract guidelines.
- Citizenship, residency or work VISA in the United States is required.

POSITION RESPONSIBILITIES:
Leadership and Planning
- Lead, organize, and manage all facility and maintenance operations of the district in compliance with all applicable federal, state and local laws, regulations and district policies.
- Actively participate in Executive Team meetings.
- Plan, implement and revise the district’s long-term Capital Plan, comprehensive facilities management plan and a multi-year asset protection plan that is both corrective and preventative for the upkeep of all facilities, grounds and the major facility systems (HVAC, mechanical, plumbing, electrical, structural, and security).
- Maintain and continuously improve the maintenance management system software that provides information on maintenance records, inventory controls, safety planning and work requests.
- Generate reports to use in evaluating and managing the district’s resources.
- Monitor and enhance the energy conservation program, make adjustments for efficiencies and reduce facility operations costs to preserve resources for learning and teaching.
- Recommend facility improvement and modernization policies and procedures to continually update systems, equipment and facilities.
- Participate in federal, state or local organizations, including professional development opportunities as applicable.
Safety and Security
- Work cooperatively with community and state agencies including the district safety officer, health department, police, fire, and emergency responders to ensure that high standards of health and safety are maintained.
- Conduct regular inspections of all facilities, grounds and equipment to ensure high standards for cleanliness, attractiveness and safety are maintained. Recommend any improvements needed.
- Ensure doors are locked at all times; security equipment is operating properly, maintained and monitored.
- Manage access to all electronic doors and other security systems.
- Notify appropriate administrators and emergency personnel in the case of an emergency or potentially dangerous/unsafe situation, follow established policy and regulations and provide assistance as necessary.
- Ensure the district’s compliance with all federal, state and local laws and regulations pertaining to safety (e.g. OSHA, Chemical Hygiene, Blood Borne Pathogens, Building and Fire codes, asbestos removal, etc.). Conduct all necessary inspections and file reports
- Work collaboratively with the district Safety Officer.
- Supervise removal of all snow/ice to ensure safe conditions exist and schools can open in a timely manner. Inspect school facilities and district roads in the early morning during inclement weather and consult the Superintendent on delayed openings or school closings. Work closely with local public works staff to determine safety of travel and school openings during inclement weather. Make appropriate notifications when needed.
Purchasing and Inventory
- Develop and recommend the department budget. Administer the approved budget, complete all required documentation and provide regular updates and/or reports.
- Collaborate with city and district staff to develop and prepare all specifications for RFP’s, quotes and/or bids in areas related to facilities operations.
- Review bids, make recommendations for contractor/vendors to perform maintenance and repair services, supervise and inspect the work performed and recommend payment upon satisfactory completion.
- Requisition and evaluate the purchase of supplies, equipment and services rendered to ensure that standards of contracts, bid awards and/or purchase orders are met.
- Guarantee efficient work order system for repairs of facilities and equipment; maintain a system of records, controls and procedures; ensure that all maintenance and repairs are completed in a timely fashion and in accordance with applicable standards.
Staffing and Management
- Develop a custodial service plan for each building that outlines tasks and expectations for custodial employees and outlines detailed daily and periodic schedules for cleaning and simple repairs to the facilities, including summer schedules and non-school days.
- Work with the administrators of each building to hire, develop, discipline, recognize and evaluate staff.
- Assist in the negotiation of collective bargaining agreements by providing confidential advice, recommending proposals and serving as a representative on the Cranston School Committee’s negotiating team as needed.
- Implement a program of safety, accident prevention, and health maintenance for all employees including safe and proper use of equipment, vehicles and materials, identification and prevention of hazards, air quality controls, right to know programs and prevention of accidents and injuries.
- Provide staff development opportunities to promote safety, cleanliness, efficient and effective procedures, communication skills, work attitudes and ethics.
Facility and Support Services
- Implement a program of preventative maintenance to ensure the cleanliness, safety, efficiency and cost effectiveness of all facilities and grounds.
- Prepare school facilities to ensure cleanliness and safety for related activities.
- Regularly inspect buildings, equipment and grounds in accordance with established schedules and all federal, state and local requirements including but not limited to the RI Department of Education, RI Department of Health, etc. Prepare and submit all required reports in accordance with established timelines.
- Supervise and inspect new construction and renovation work performed by outside contractors; verify that all contract terms have been fulfilled before authorizing progress or final payment. Work with appointed engineers, consultants, etc., on all projects to ensure proper workmanship. Attend all job conferences on behalf of the district.
- Maintain current drawings and engineering records describing district facilities, equipment, and grounds.
Miscellaneous
- Adhere to federal statutes and regulations, state law, construction codes, RIDE guidelines, district policies and procedures and contractual obligations.
- Display the highest ethical and professional behavior in working with students, parents, school personnel and outside agencies; avoid conflicts of interest; serve as a model for students and staff through the display of a professional attitude and work ethic.
- Attend required meetings and serve on staff committees as appropriate.
- Perform any other additional duties as assigned.

Work environment: While performing the duties of this job, the employee will be exposed to an environment typical of a one, two or three story educational building. The noise level in the work environment is usually minimal to moderate, but can be noisy at times. The employee will be exposed to a variety of childhood and adult diseases and illnesses, weather conditions, heated, air conditioned and ventilated facilities, and chemical substances for cleaning, instruction and/or operation of equipment. On occasion, the employee will be exposed to dust, fumes, chemical, electrical and mechanical conditions.
