The GeorgiaDepartmentofBehavioralHealthandDevelopmentalDisabilitiesCommunity Service Board Business Support Team (BST) exists to prepare, minimize, and, if required, respond to a potential businessorfinancialcrisisimpactingaCSB’sability todeliverservicesto thecommunity.Intheeventof extreme business challenges, the BST may be called upon to execute and coordinate the response to address and minimize any damages.

The Georgia Department of Behavioral Health and Developmental Disabilities (DBHDD) serves people living with mental health challenges, substance use disorders, intellectual and developmental disabilities, or any combination of these.Operating five state hospitals and providing for community- based services delivered by DBHDD’s community-based behavioral health providers, including CommunityServiceBoards(CSBs),DBHDDisGeorgia’spublicsafetynetwithaprimaryresponsibilityto serve people who are uninsured, on Medicaid, or with few resources or options.

Created inTitle37 of the Official Code ofGeorgia Annotated as instrumentalitiesof State Government, Community Service Boards (CSBs) provide services for mental illness, intellectual/developmental disabilities,and/oraddictivediseases;supportingpeopleandfamilieswhohavenoinsurance,orareon Medicaid, or have limited resources.Through Title 37, DBHDD has certain oversight responsibilities related to the state’s 22 Community Service Boards (CSBs) with specific direction to:

·Partnerwiththe GeorgiaAssociationofCommunity Service Boardsand,whereappropriate,to developobjectives,identifychallengesandopportunities,andtodevelopstrategiestoachieve the DBHDD vision of “Easy access to high quality services.”

·Provideresources,technicalassistance,andexpertisetotheCSBswhereneededand practicable.

·Exercise adequate oversight of the network of CSBs to ensure that the provisionsof Title 37 are metincompliancewiththestatutoryobligationsofDBHDDandtheindividualCSBs.DBHDDwill conduct random reviews, evaluations, interviews, site-visits, and examinations as necessary to determine general statutory compliance.

TheBSTactsasavitalsafetynetforCommunityServiceBoards(CSBs).Theyareateamofspecialists whoidentifyandaddresspotentialproblemsthatcouldthreatenthestabilityofaCSB.Keyfunctions include:

·Early WarningSystem:TheBST acts asa lookout,identifyingany potential risksor concerns that couldsnowballintobiggerproblemsforaCSB.Thisproactiveapproachallowsthemtointervene before a crisis unfolds.

·RiskAssessment:Onceapotentialriskisidentified,theBSTdoesn'tjustsoundthealarm.They analyze the situation, assess the severity of the potential crisis, and determine how it might impact the CSB.

·ActionPlanArchitects:TheBSTcraftsaclearactionplantoaddresstheidentifiedbusinessrisk. This plan outlines the specific steps needed to mitigate the problem and ensure the CSB's smooth operation.

·Communication Champions: The BST takes on the responsibility of communicating the action plantoallrelevantparties,includingDBHDDleadership,theCSBBoard,andtheCSBemployees themselves. This transparency ensures everyone is on the same page and working towards the same goal.

·Prevention Powerhouse: The BST doesn't just address immediate threats. They take a future- oriented approach by developing a prevention plan. This plan aims to identify and address any underlyingissuesthatmighthavecontributedtothebusinesscrisis,minimizingthechancesofa similar event happening again.

The Executive Director of the BST serves as the team’s designated leader responsible for the overall managementofteamoperations,crisisresponsepreparations,anddirectlyfacilitatingtheCSB’sonsite continuation of business operations when necessary.Key functions include:

·Team Leadership: The Executive Director provides direction and guidance to the BST members, ensuringtheirexpertiseisutilizedefficiently.Theydelegatetasks,fostercollaboration,andkeep the team aligned towards achieving the BST's mission.

·CrisisResponseArchitect:Beyondpreparingactionplans,theExecutiveDirectorplaysakeyrole in overall crisis response preparations. This might involve developing protocols, conducting training exercises, and ensuring the BST is always ready to spring into action.

·Onsite Champion: In the unfortunate event of a crisis requiring immediate intervention, the ExecutiveDirectortakestheleadbydirectlyfacilitatingtheCSB'sonsitecontinuationofbusiness operations. This could involve:

oAssessingthesituationandprioritizingcriticaltasks.

oImplementingthepre-determinedactionplansandadjustingasneeded.

oEnsuringessentialservicesaremaintainedwithminimaldisruption.

oProvidingsupportandguidancetoCSBpersonnelduringastressfultime.

TheExecutiveDirector'sabilitytolead,plan,andactdecisivelyiscrucialfortheBST'ssuccess.Theyare the driving force behind the team's proactive approach and ensure the CSBs have the support they need.

DesiredMinimumQualifications

Candidatesmayemergefromnonprofit,foundation,government,orindustrybackgroundsandshould possess:

Education:

·The minimum education required for this position is graduation from an accredited college or universitywithagraduatedegreeinbusiness,publicadministration,health-careadministration, or another human-services related field.

Experience:

·Aminimumoffiveyears’experienceofexecutiveleadershipinprivateindustry,government, foundation, behavioral health, or healthcare organization.

·Aminimumoffiveyearsofexperiencereportingdirectlytoaboardofdirectorsorotherrelated governing body structure that has policy, operational, and fiduciary authority and responsibilities or experience reporting directly to the person who reports to the board or governing body.

·Some general experience and knowledge of mental health, intellectual/developmental disabilities, substance use disorder, co-occurring disorders and conditions, treatment approaches,andresearchtrends.Includinginterventionsformentalhealthandsubstanceuse disorders, healthcare access, social determinants of health, and policy evaluations.

·Experiencewithdifferentfunctionsofabusinesssuchasmarketing,publicrelations,human resources, and financial management.

·Someexperienceimplementinghighperformanceorganizationalleadershipapproaches.

·Provenexperienceexecutingorganizationalgrowthandleadingasuccessfulbusiness,nonprofit, or related entity.

·Experiencecreatingandestablishingclear,measurablebusinessgoals.

RelatedSkills,Knowledge,andAbilities:

·Strongbusinessacumenandhistoryofprovidingvisionaryleadershipattheexecutivelevel.

·Capabilitytodesignanddirectstrategiesthatenhanceandsupportorganizationalgrowth.

·Experiencefosteringanenvironmentofaccountability.

·Abilitytocommunicatepersuasivelyandconcisely,orally,inwriting,andelectronically,witha broad range of individuals,groups, and organizations and develop andmaintaincollaborative and supportive relationships.

·Skill in formulating policies, developing, and administering budgets, negotiating and administeringcontracts,formulatingprogramplanswithgoalsandobjectives,preparingand

presentingreportsandbudgetrequests,andconductingeffectivecommunityandpublic relations is required.

·Abilitytoengageinlogical,analytical,andrationalthinkinganduseautomateddataand information to make decisions.

·Ability to work independently, set and achieve realistic goals, solve problems creatively, and mediatedisputeseffectively;andrespondtochangingcircumstances,manageorganizational and financial risk, and adapt during periods of transition and uncertainty.
