Summary

The Human Resources Manager will support the company's talent objectives by providing strategic leadership, expertise, and guidance on employee relations, employment law, policies, and the effective management of employment programs, compliance and payroll processing.

Key Responsibilities

  • Lead and manage the HR operations team, providing strategic direction, support, and guidance to ensure effective execution of HR initiatives and alignment with the company's business objectives.
  • Partner with Operations and Talent to develop and implement people programs, policies, and experiences that ensure compliance, alignment, and operational excellence.
  • Manage the development, recommendation, and implementation of employment policies and procedures.
  • Ensure compliance with all federal, state, and local employment laws and regulations, and maintain up-to-date knowledge of HR best practices and labor law updates.
  • Cultivate strong relationships with internal company leadership, operations, and project teams.
  • Partner with business leaders, Team members, and Managers to provide strategic counsel on employment-related matters.
  • Utilize HR analytics to make informed decisions related to workforce planning, talent acquisition, and employee performance.
  • Provide effective coaching, counseling, and progressive disciplinary strategies for employee relations issues.
  • Oversee employee relations and participate in internal investigations of claims, complaints, and grievances to ensure objectivity, determine the best resolution, and mitigate company risk.
  • Act as an advisor on legal implications, working with counsel on employment-related matters as needed.
  • Prepare responses for legal claims and government agency complaints in conjunction with legal counsel.
  • Ensure employment-related policies and programs are consistently delivered while maintaining appropriate flexibility for local/regional success.
  • Partner with People Acquisition and Management in developing and reviewing job descriptions.
  • Ensure compliance and consistency in applicant and employment-related processes.
  • Direct all employment screening and compliance programs, including Substance Abuse Prevention, safety/security, and employment eligibility practices.
  • Lead the development and implementation of data privacy and security initiatives to protect employee information and ensure compliance with relevant laws.
  • Collaborate with cross-functional teams to identify opportunities for process improvements and automation to enhance HR operational effectiveness while balancing compliance risk.
  • Oversee the company's employment-based record-keeping and subpoena response process.
  • Manage the company's client-mandated screening programs, including contract review, protocol development, and communications.
  • Direct standardized compliance reporting for management use and government requirements.
  • Recommend improved methods of communicating company issues, policies, procedures, events, and benefits to all employees.
  • Review, edit and maintain the company handbook as necessary.
  • Provide crisis management support as necessary, partnering with other Shared Services response teams.
  • Partner with Learning and Development to create and ensure completion of employment and compliance-related training for all employees.
  • Collaborate with the Executive team and Corporate leaders to develop and manage the company's affirmative action plans, ensuring compliance with OFCCP and EEO regulations.
  • Be a thought leader on Human Resources topics by participating in relevant professional organizations and attending industry events.
  • Contribute to the ongoing development of the Talent knowledge base to help managers and employees enhance self-service capabilities where appropriate.
  • Meet professional obligations through efficient work habits, accountability, and timely coordination of resources.
  • Assist in payroll processing and review all deductions, taxes, garnishments and benefits are appropriately accounted for.
  • Complete other responsibilities as requested.

Minimum Skills and Experience

  • Bachelor's degree in Human Resources, Business Administration, or a related field; advanced degree or HR certification preferred.
  • Minimum of 8 years of business and Human Resource experience.
  • Extensive knowledge of federal and multi-state employment laws specifically CO, CA, WA, OR, AZ, NV, UT and other western states.
  • Working knowledge of employee timekeeping, payroll processes, and compliance.
  • Proven track record of cross-functional collaboration and implementing ideas.
  • Knowledge of the construction industry, including risk, safety, accounting, and operations practices a plus.
  • Demonstrated experience in HR analytics and data-driven decision-making.
  • Knowledge of immigration law and processes.
  • Experience managing labor issues.
  • Proficient in Microsoft Office applications and familiar with HCM systems.
  • Exceptional leadership, interpersonal, and management skills.
  • Excellent communication skills with the ability to build trust and credibility at all levels.
  • Strong organizational, research, analytical, and problem-solving skills.
