Cumberland County is Hiring an ITS GIS Analyst POS # 115000027 Near Fayetteville, NC

Become part of a team in our Innovation and Technology Services Department that performs complex GIS analysis and provides GIS support services to all County departments and a primary emphasis for Planning, Tax, 9-1-1 Dispatch, Fire, Sheriff’s Office and Animal Services. As a GIS Analyst, you will deliver GIS data maintenance and support, reporting, research and analysis, and training.
  • Responsible for creating, editing, maintaining, proofing, and validating spatial datasets, maps and layers within ArcGIS software environment along with proper directional routing to include but not limited to: street centerline, address points, fire hydrants, day cares, group homes, playgrounds, boundary lines (e.g. tax fire districts, voting districts, emergency-related zones or response plans, county lines, city lines, subdivisions, and many others)
  • Deploy new GIS data layers to related applications (includes: street centerline, address points, emergency-related zones or response plans); troubleshoot and resolve any problem occurrences with GIS data layers; follow quality control procedures ensuring data integrity, accuracy, and currency
  • Ensures the 9-1-1 addressing data is tested and functional across the supported agencies and is synchronized with the related phone systems (ALI database, MSAGs, ESNs, etc.)
  • Track issues through the helpdesk system and provide timely updates to stakeholders
  • Performs statistical analysis and calculations on complex data provided by the departments.
  • Assist in drafting, evaluating, and implementing technical standards regarding the GIS program and activities
  • Conduct data analysis regarding usage of currently deployed GIS applications and other GIS technologies; determine adoption rates of new GIS applications and/or GIS technology; determine hindrances and advise on possible solutions
  • Conduct formal training at various levels for all users of GIS applications and GIS technologies on an ad-hoc and regularly scheduled basis; coordinate the development of the training plan with manager and fellow GIS staff members
  • Provide GIS operational support before, during, and after emergency-level events to include making necessary preparations and communicating with the various stakeholders
Graduation from an accredited four-year college or university with a degree in Geography, GIS or Planning and two (2) years of experience that demonstrates the ability to perform the duties of this position to include being familiar with multi-versioned geodatabases and the suite of ArcGIS server and desktop products; or an equivalent combination of education and experience. Experiences may be substituted for required education at a ratio of two years of experience for one year of education.
  • Knowledge of methods to create, edit, and analyze GIS data
  • Knowledge of GIS toolsets, file formats, map projections and digital compilation techniques
  • Knowledge of the principles, techniques and standards of base mapping, cadastral mapping and geographic information systems technologies
  • Ability to be familiarity with and the assistance in configuring and implementing GIS-centric systems to include: damage assessment, disaster recovery, or other emergency-dispatch related systems
  • Ability to organize, analyze, interpret and resolve GIS related issues; read, analyze and interpret general business periodicals, papers, professional journals, manuals, technical procedures or governmental regulations
  • Ability to work with other staff members
  • Ability to write reports, technical summaries, memorandums and procedure manuals
  • Ability to regularly interact with others, exchange and present information, and respond to questions from groups of managers, clients, customers and the general public
  • Ability to communicate technical information to non-technical individuals
  • Ability to establish and maintain effective working relationships with other departments
  • Ability to gather, compile and analyze statistical data into an understandable organized format for the intended audience

Driving is an essential function of this position. To be considered, you must have a valid driver's license with an acceptable driving record. If your driver's license is from another state, you will be required to obtain and show proof of a valid NC driver's license within 60 days of hire.
