Job Description Summary
The Program Manager of Technical Services is charged with the day-to-day oversight of policies, procedures, programs, and workplace services delivery associated with portfolio operations. An emphasis of this role is placed on a positive response to the concerns and needs of the tenants, environmental health and safety, and quality maintenance programs, in coordination with the client's goals and objectives. Provide technical maintenance support, guidance, and direction to the business related to facilities maintenance statutory compliance. In partnership with client and company, develop, implement, and audit a national and global standard for safe work practices, environmental regulatory requirements, jurisdictional code compliance, and preventive maintenance standards to maintain client's compliance across an occupied US-Canada portfolio of 200 properties and 13M SF.
This position reports to the Senior Director of IFM.
Job Description
Essential Functions & Responsibilities:
•The Program Manager of Technical will be responsible for the management of all program objectives, coordination of workstream activities, and implementation.
•The Program Manager Technical Services is given ownership and autonomy to think strategically and make data-driven decisions, along with the ability to drive significant impact on the customer experience and the business. This role requires working across all on-account functional areas including Facilities Management, Engineering, Project Management, Operations, Procurement, Technology, and Account Leadership. This role will be highly visible to key client stakeholders.
•Ensure the adoption and compliance with company EHS policies and procedures throughout the area of responsibility.
•Interpret, develop, and/or apply health and safety policies and guidelines for implementation by FM Maintenance Teams in the field. This includes providing technical, professional, or experience-related advisement on EHS policies.
•Standardize and guide Root Cause Analysis (RCA) efforts as a technical SME for facilities safety, operations, occupancy, and equipment.
•Ensure client and company achieve 100% compliance against statutory PPM tasks. Including but not limited to electrical / fire alarms & suppression/emergency lighting & SEP / cooling towers/elevators/egress.
•Establish processes to audit and validate PPM task completion and completion, inclusive of non-compliance and deferral documentation and tracking.
•Where deficiencies are found by AHJ, work with client to notify, track, and resolve. Apply root cause analysis across the portfolio of properties.
•Work alongside the Facilities Managers to strengthen the collaborative working relationship between operational and administrative roles and functions, while maintaining appropriate PM services across the contracts.
•Improve FM service delivery by maximizing efficiencies and effectiveness by continuing to improve processes and systems.
•Develop processes and reporting tools to fully leverage the CMMS for end-to-end documentation and verification of compliance-related PM tasks. Provide necessary reporting with completion dates and supporting certificates of compliance/completion.
•Drive standardization of PPM tasks and scopes across the full account as appropriate.
•Attend client meetings when required; develop and present related reporting and metrics.
•Review certifications that have been submitted, including but not limited to: TCO/COO, As-Built drawing submittals, Building Permits, Cooling Tower Permits, NFPA testing results.
•Highlight risks associated with maintenance tasks or building operations (or lack thereof) that are likely to impact Account CPIs & KPIs to Account Leadership and agree to corrective action where necessary
•Conduct meetings as necessary to review tasks and scope for appropriate planning
•As a facilities operations compliance expert, provide advice and technical support.
•Provide an interface with stakeholders overall safe systems of work, technical & maintenance related issues
•Assist with in-house Safe Systems of Work and Technical training.
•Develop regulatory mapping of compliance requirements across the client's USC portfolio to drive alignment with the International Global Building Operations Standard.
Qualifications:
•Bachelor's degree in mechanical or electrical Engineering, Occupational Safety, or Technical field or;
•Mechanical and/or electrical engineering background within the building operations field, or EHS background with strong facility operations knowledge, and:
•Minimum 7 years' experience in property-related industry or building services management.
•Proven experience with audits, auditors, authorities having jurisdiction, and municipal officers related to facility operations, local/state/national code compliance regulations and laws
•Experience/knowledge of legionella requirements.
•In-depth experience and knowledge of NFPA, OSHA, EPA, ASHRAE and other applicable legal or code documentation
•Knowledge and experience working with heating, ventilation, air conditioning systems, and digital BMS/BAS controls.
•Works well under pressure and can remain calm and positive in a busy environment.
•Self-motivated with high levels of efficiency and pro-activity
•Formal presentation abilities
•Excellent organization and multi-tasking abilities; can prioritize competing objectives and communicate effectively.
•Highly proficient with MS Office Suite and internet-based research
•Experience with CMMS and Business Intelligence/Dashboarding tools
•Able to understand, interpret, and apply data analytics.

•Proficient in understanding management agreements, outsourced services, and contract language
•Ability to maintain a client-focused, partnering, and consultative solution-oriented approach.
•Thinks strategically and can articulate the pros and cons of various business considerations.
•Seeks out, develops, or creates data-driven analyses to support objectives.
•Skilled and experienced in Building Management/Automation Systems
•Able to travel to client sites up to 10%
