Job Title: Federal Contracts Compliance Manager
Location: Ventura, CA (*other locations available in California)
Salary: $110-160k

We are looking for an experienced Contracts Compliance Manager who is skilled in federal contract bidding for transit projects in California. Our ideal candidate will have at least 10 years of experience as an Accountant, with 3 years of experience dealing directly with Caltrans contracts.
Position Overview: The Federal Contracts Compliance Manager is responsible for ensuring that all contracts are in compliance with applicable rules and regulations. The role includes conducting audits, monitoring and evaluating contract performance, and providing training on compliance-related topics. The Federal Contracts Compliance Manager will act as the liaison between the company and the Federal Government in matters related to contracts.
Key Responsibilities
  • Perform Document review (sample contracts, COAs, billing procedures, corporate policies (i.e. handbook) and project management practices) for FAR flow down compliance (FAR).
  • Identify any gaps in our policies and procedures that are not FAR compliant or that may be FAR adjacent and provide recommended solutions.
  • Lead annual overhead audits.
  • Lead federal audit or audit requests on federal projects.
  • Provide contract management support throughout the entire contract lifecycle, from pre-proposal development through contract award to closeout.
  • Serve as Company-wide expert related to federal contracts and acquisition a central figure that all federal pursuits, clients, proposals and contract negotiations would route through.
  • Review and advise on all federal pursuits, strategy and costing.
  • Conduct internal review of FAR contracts annually for performance improvement opportunities, like staffing strategy recommendations to optimize project revenue.
Qualifications
  • Bachelors degree in Accounting, Finance, or related field.
  • At least 10 years experience in Contract Management and/or Federal Contracts Compliance.
  • Expert knowledge of FAR compliance and Federal Contract Management (preferably with Caltrans).
  • Experience with Cost Estimating, Proposal Submissions, and Federal Audit Requests.
  • Experience working as Prime Contractor Contracts Manager for Transportation (pref. Caltrans) contracts is highly desired.
