Asian Health Services is Hiring a 340B Program Manager Near Oakland, CA

Asian Health Services, founded in 1974, provides health, social, and advocacy services for all regardless of income, insurance status, immigration status, language, or culture. Our approach to wellbeing focuses on "whole patient health," which is why we provide more than primary care services, including mental health, case management, nutrition, and dental care to more than 50,000 patients in English and 15 languages: Korean, Lao, Burmese, Mandarin, Cantonese, Spanish, Portuguese, French, Mien, Karen, Mongolian, Karenni, Tagalog, Khmer, and Vietnamese. We offer medical, dental, and mental health services for all ages.

POSITION SUMMARY:
Under general supervision, the incumbent will lead the organization's oversight of the 340B Program and acts as the liaison with necessary departments to ensure 340B program integrity, operations management, contracting, project management, vendor management, and revenue and spend management. This position also assists in the policy and procedure development, education, internal and externa audits, program enhancement/optimization, and reporting.
Essential Functions
    • Assists the CFO and CMO in oversight of the 340B Program including the regulatory aspects of the inventory purchasing process for outpatient and contract pharmacy areas.
    • Ensures that the HRSA 340B OPAIS is accurate for the organization or covered entity.
    • Coordinates all audits peformed by independent external auditors.
    • Acts as the liaison with necessary departments that have 340B medications in stock to ensure 340B Program integrity.
    • Implements a drug inventory system for physican dispensing and integrates with the AHS's electronic medication record system that includes all 340B medications in stock and audits of such records.
    • Manages and tracks 340B drug inventory and vaccine inventory including proper replenishment within contract pharmacies.
    • Performs periodic (monthly, quarterly or annual) audits and QA reporting of all 340B eligible locations to verify adherence with the 340B program guidelines and policies.
    • Regularly communicates with stakeholders of the 340B program to be sure that processes are in place to address any problems or suggestions for improvement.
    • Complies with the information privacy laws that ensure the confidentiality, integrity and legitimate access to protected health information
    • Must be able to instruct staff and management of necessary departments to ensure 340B program integrity.
    • Provides expertise with the 340B program to staff and participants regarding ongoing compliance.
    • Acts as a liaison to contract pharmacies, drug manufacturers, and pharmacy benefit mangers (PBMs), as well as with AHS's purchasing department for 304B drugs purchasing.
    • Provides regular education to staff on policies and procedures related to 340B compliance.
    • Provides ongoing training, educatio and communications required for the 340B program at AHS.
    • Develops, implements, and advocates for programmatic resources/tools to support departments and staff.
    • Continual maintenance of 340B training supported by AHS's annual compliance training modules.
    • Serves as an active member of work teams and committees; attends meetings and conferences as required.
    • Performs additional duties as assigned.
Education, Certification and Licensure
    • Bachelor's degree or equivalent, preferably in business administration, healthcare management, or hospital administration.
    • 340B University OnDemand Statement of Compleation required.
    • A minimum of 3 years of experience in a healthcare setting or healthcare audit setting.
    • A minimum of 3 years of experience with 340B Program
    • A good understanding of healthcare operations, the 340B Program and drug industry.
    • A current State Driver's License and daily access to an automobile are required
Minimum Qualifications
    • Demonstrated ability to work independently with minimal supervision, and ability to set priorities and make critical decisions
    • Effective oral and written communication skills, including interpersonal and team skills
    • Managerial effectiveness, problem solving, and change management capabilities
    • Comprehensive knowledge and understanding of project management, process design, and continuous quality improvement
    • Experience leading and facilitating work teams, especially across departments
    • Strong organizational skills
    • Ability to work in an ambiguous, fast-moving environment and able to make appropriate decisions independently
    • Proficient in Microsoft Office Word, Outlook, and PowerPoint
Performance Requirements
    • Must be able to be a self-directed learner to be able to comprehend and comply with all aspects of 340B guidelines.
    • Skill in establishing and maintaining effective working relationships and supporting/facilitating positive team interaction/development.
    • Skill and ability to operate various office equipment.
    • Ability to communicate clearly both orally and in writing and understand verbal and written communications.
    • Ability to handle multiple tasks at one time.
    • Ability to interpret and apply guidelines and procedures.
    • Ability to act calmly and tactfully in stressful or confrontational situations.
    • Ability to work in a high-volume, sometimes stressful environment.
    • Ability to be accurate and attentive to detail.
$87,262.50 - $89,641.50 a year
