D.C Board of Elections is Hiring a Public Affairs Specialist (Bilingual) Near Washington, DC

JOB SUMMARY

This position is located in the D.C. Board of Elections (BOE), Office of the Executive Director, Voter Education and Outreach Division (VEOD) whose mission is to enfranchise eligible residents, conduct elections, and assure the integrity of the electoral process as mandated by both federal and local laws. BOE is expanding its mission to increase civic participation and provide citizens of the District of Columbia with vital information and data for the purpose of enhancing the voter experience.

The Public Affairs Specialist (Bilingual) incumbent is responsible for conducting outreach to multilingual communities and residents to provide voter education information, facilitate voter registration, disseminate information to encourage participation in the electoral process, research and identify organizations and events that will reach target multilingual populations, and participate in outreach events to provide public education and information and to connect with multilingual residents.


DUTIES AND RESPONSIBILITIES

Incumbent is responsible for planning and executing information for VEOD campaigns that disseminate results of successful projects in stimulating adoption of their results by state, local government and private and special interest groups. Develops written materials which transmit voter outreach and voter education program information to a diverse population. Arranges meetings with the District of Columbia Council Members, Advisory Neighborhood Commissioners, members of the clergy, school and university officials, non-profit organizations, advocacy groups, local and national law enforcement agencies, and/or others. Takes part in community outreach, voter registration and voter education opportunities, programs and events to educate on the importance of registering and voting. Attends community meetings and outreach events.

Prepares and disseminates digital communications, marketing materials and web-based content. Takes photographs and videos of internal and external events for uploading to the agency’s website and social media platforms. Participates in implementing systems to track and address pertinent complaints, concerns and/or issues raised. Utilizes appropriate assessment tools to evaluate effectiveness of voter outreach and education programs and activities. Develops questionnaires and surveys to obtain feedback. Collects and analyzes data to assess program effectiveness and to identify areas of improvement.


QUALIFICATIONS AND EDUCATION

Applicant must possess at least one (1) year of specialized experience equivalent to the grade 7 level in the District of Columbia government service or its non-District equivalent which demonstrates the ability to perform the duties of the position. Specialized experience is experience which is directly related to the line of work of the position and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position such as drafting plans, scheduling and managing meetings, participating in community outreach events and meetings, educating the public on voting rights, and developing memos, letters, and other written material to reach diverse populations, to include high school and college students, seniors, disability groups, and faith-based organizations. Specialized experience MUST be displayed in the submitted resume.

FLUENCY IN THREE OR MORE LANGUAGES IS STRONGLY PREFERRED.

WORK CONDITIONS/ENVIRONMENT

Work is performed in a normal office setting and involves occasional travel to meetings and work in the community to make presentations. There may be occasional walking, standing, bending, stooping, lifting and moving heavy items at the agency’s warehouse, Voting Sites and other offices within the District of Columbia. This position requires working irregular hours, weekends, holidays and evenings especially during election cycles. Promotion potential – GS-11.

Collective Bargaining: This position is NOT under a collective bargaining agreement.

Tour of Duty: Monday – Friday 8:15 a.m. – 4:45 p.m.
