D.C. Sentencing Commission is Hiring an IT Specialist Near Washington, DC

This D.C. government excepted service position serves as a technical advisor to the Executive Director of the D.C. Sentencing Commission in the area of database management and development. Incumbent functions as Information Technology Specialist (Data Management) for SCDC by providing technical support for the agency’s internal Data Guidelines Reporting Information System (GRID) and related data systems, in collaboration with the agency’s current contractor. The responsibilities include performing a wide range of database management work that includes the planning, development, implementation, and administration of the Commission’s internal data systems for the acquisition, storage, retrieval, and analysis of arrest, sentencing, and criminal history related data.

Incumbent works with the SCDC contractors, staff, and other District government stakeholders in applying information technology knowledge and best practices to design, develop, test, maintain, enhance, and support the agency’s data system and data analysis capabilities. Will develop intricate knowledge of the Commission’s data system, including but not limited to its architecture, schema, data values, and the application of business and logic rules. Serves as an advisor to SCDC’s Executive Director on the agency’s data management and system development/management practices. Heads or assists with IT-related service procurement issues. Leads communication with SCDC’s IT contractors and agency IT support and procurement programs. Serves as the agency’s in-house database administrator and assists with data research projects, as necessary. Oversees agency IT systems and contractor performance. Working with the agency’s General Counsel or Attorney Advisor, ensures the agency’s IT adheres to the terms of their contracts. Provides assistance, advice and guidance to SCDC Executive Director, both in the administrative and technical areas. Monitors agency data integrity and the database system to ensure optimal performance. Recommends modifications to database design to maintain/improve network performance. Ensures that any system changes are adequately tested and documented. Regularly review the performance and accuracy of data system algorithms and logic flows/processes.

Diagnose system problems and review code changes proposed or made by the IT contractor to ensure system accuracy and performance. Works with the contractor to resolve any data processing issues/bugs in the system, including code reviews, code testing, and demonstrations of new/corrected processes to other staff. Develops, identifies, and resolves data-related anomalies by conducting daily/weekly job check/verification activities and facilitates the resolution of data quality assurance (DQAs) with the appropriate partner agency. Performs SQL data queries to identify any system, processing, or data related issues, and to assist with cleaning, review, and verification of incoming data. Conducts daily server connectivity and data reconciliation checks. Applies required server patches and server configurations, coordinates with OCTO for vulnerability scans, tickets, and upgrades, and performs Center of Internet Security (CIS) benchmarking of servers. Analyzes and defines requirements and specifications pertinent to SCDC data systems and applications. Analyzes and plans for anticipated changes in data capacity requirements. Works with appropriate staff to develop plans and schedules, estimate resources requirements, define milestones and deliverables, monitor activities, and evaluate and report on accomplishments in respect to data system enhancements and maintaining the functionality of the system. Evaluates the impact of technological changes, and/or conceives solutions to complex technical issues. Plans, schedules, and conducts all data system administration activities, including but not limited to, security scans, security training, user access, and password-related issues. Serves as the main point of contact for coordination activities with agency IT contractors and other agency partners to address and resolve any data, user, or server issues. Serves as in-house liaison with OCTO for resolution of general agency IT-related issues, including ensuring internet access, computer/printer set up, and District software installation/upgrade. Performs other duties as assigned.

Domicile Requirements

Applicant will be subject to the domiciliary requirements for Excepted Service appointees who must be domiciled in the District of Columbia at the time of appointment or become domiciled in the District of Columbia within 180 days after appointment and maintain such domicile for the duration of his or her appointment.

Qualifications/Education

Education: All academic degrees and coursework must be from accredited or pre-accredited institutions

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks OR individuals must have related experience demonstrating each of the four competencies listed below:

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail
  2. Customer Service - Works with clients and customers.
  3. Oral Communication - Expresses information to individuals or groups effectively.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information.

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.

Preferred Qualifications: The ideal candidate will possess expert knowledge of a wide range of standards, principles, concepts, methods, policies, system testing principles and methods and authorized system approaches for information technology (IT) pertinent to databases management. In addition, demonstrate proven knowledge of and experience working with SQL Server databases, and JavaScript which include development, installation, back-up, recovery, and performance monitoring queries and working with latest version of Microsoft.net -OR- Minimum 1 year of specialized database management experience.

Working Conditions/Environment

Work is performed in an office setting. The incumbent may, however, be required to visit staff at other government, public, and private agencies. The work includes everyday risks and discomfort normally found in offices, conference rooms, libraries, and ventilated nonsmoking office environments. Some travel may be required. Attendance at scheduled meetings is mandatory.

This position is designated as “Essential” pursuant to Chapter 12 of personnel regulations Incumbent will be required to work and/or supervise 12-hour rotating shifts, which could be altered and/or extended. Incumbent that occupies this position will be required to report to work or stay at work during times of declared emergencies or any other time as designated by the Mayor or his/her designee.
