Summary / Objective:

The position is responsible for supporting the environmental management programs of Daikin America manufacturing facilities. This position plays a critical role in maintaining compliance with all air, water, and waste regulations. This position contributes to the achievement of the environmental program goals and commitments. This is a collaborative position that interfaces with both American and Japanese team members and management while ensuring compliance with all applicable environmental permits that applies to the Decatur Manufacturing Site.

Supervisory Responsibility:

The Environmental Engineer may be asked to supervise Environmental Technician or others as directed. These responsibilities may include:

• Compiling staff, dealing with leave requests, and arranging cover when necessary.
• Planning workloads, allocating tasks and monitoring progress against targets.
• Briefing their teams on new initiatives, changes to targets and company news.
• Maintaining safety standards, ensuring staff have adequate first aid and fire safety training.
• Recruiting, training, and helping staff reach their professional development goals.
• Devising work schedules and implementing deadlines.
• Ensuring that quality standards are upheld.
• Conducting performance reviews.

Qualifications:

Bachelor’s degree in science, engineering, or environmental sciences/management or related degree. Minimum of 3-5 years’ experience in manufacturing. Chemical industry preferred. Track record of success in working in a team environment. Additional qualifications that could be beneficial in this role include:

• Experience in environmental program administration including Title V, NESHAP, NSPS, National Pollutant Discharge Elimination System (NPDES), Resource Conservation and Recovery Act (RCRA), Toxic Substances Control Act (TSCA), incident investigation, emergency response and risk management.
• Experience interacting with Federal, State and Local regulatory agencies.
• Proficiency with various corporate reporting/compliance and other software tools.
• Certified in QEP or CHMM from an accredited organization.

Typical Duties / Responsibilities:

• Ensure conformance with Daikin America Environmental Policy.
• Maintain a professional courteous relationship, with federal, state, regional, and local environmental regulatory agencies as related to the following actions. Discussions in negotiating and completion of applicable regulatory permits. Completion and submittal of required regulatory reports. Timely response, reporting, and implementing corrective actions associated with regulatory non-compliance issues. Participate in reviewing all environmental related correspondence and releases to appropriate regulatory agencies. Prepare detailed technical comments on proposed regulatory actions.
• Interpret environmental regulations as they affect plant and provide recommendations to plant management on compliance programs; follow up to ensure implementation of compliance programs; follow up to ensure implementation of compliance procedures.
• Review all capital projects for environmental compliance; provide advice and counsel to plant and project engineering on the technical and regulatory aspect of all capital projects.
• Investigate environmental complaints and regulatory orders and citations.
• Prepare /present internal reports (SHES/SQCD meetings, DIL reports, etc.)
• Participate/Attend Environmental Trade Associations/Groups – Manufacture Alabama (Environmental Committee), North Alabama Environmental Professional Association, etc.
• Prepare annual and periodic revisions of plant-wide disposal budget.
• Coordinate and/or conduct required regulatory inspections.
• Prepare and supervise the monitoring of milestone progress reports as required by agency orders and permits. Attend agency hearings on regulations, permits, and the like. Prepare and present statements of such hearings on behalf of plant, or the corporation, as authorized.
• Develop programs and provide guidance or participate in implementing employee training programs related to environmental matters.
• Support Daikin Americas RC140001 environmental management including coordinating/reviews of Significant Aspects.
• Obtain, analyze, and evaluate a wide variety of data to assess potential air and water pollution sources accurately.
• Monitor facility discharges and emissions for compliance within required limits.
• Coordinate activities with production supervision to establish limits on the volume of wastes to the pre-treatment operation to avoid conditions above the maximum allowable limits.
• Supervise the measurement, inspection, maintenance, and improvement of site environment conditions.
• Coordinate/participate in community environmental activities (employee electronic recycling day, City of Decatur Chemical Collection Day, Festivals, etc.). Collect information of survey materials on the related legal regulations.
• Investigation and evaluation of pollution control technology.
• Communicate to employees and community SARA Title III information.
• Conduct TSCA reviews for new raw materials and imports of new products from other DIL companies.
• Review current literature on pollution waste control technology and regulatory activity to keep abreast of developments.
• Interact with local utility providers.
• Coordinate, schedule, and oversee waste shipments (including lab-pack projects).
• Partnered with Dakin America’s Strategic Business Units (SBUs), performs actions to maintain compliance with air, water & waste regulations (federal, state, local, local ordinances, site-specific permits, consent orders, and any other legal instrument) that apply to the site. Provide technical guidance to plant location in the development of conceptual waste treatment designs. Arrange for special outside consulting and/or testing.
