DC Department of Behavioral Health is Hiring a Program Analysis Specialist Near Washington, DC

JOB SUMMARY

This position is in the Adult Services Division, Office of Opioid Abatement with the Department of Behavioral Health (DBH). The incumbent serves as a Program Analysis Specialist in support of the Director, Office of Opioid Abatement (OOA).

DUTIES AND RESPONSIBILITIES

The incumbent will support the Director with day-to-day management of OOA program operations. Plans, schedules, and conducts projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations; analyzes and evaluates the effectiveness of program operations in meeting established goals and objectives; makes recommendations for improvement or correction. Develops procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems such as those designed to prevent waste, loss, unauthorized use, or misappropriation of funds.

Works closely with the selected providers and other Opioid Use Disorder (OUD) service network stakeholders in collection and analyses of data to monitor and ensure the effective and efficient implementation of the District’s opioid abatement initiatives; monitors progress towards objectives; maintains accountability and fidelity to project guidelines; and prepares and reviews situational reports; recommends changes or improvements in their program operations.

Selects, plans, designs, and conducts a variety of quality improvement data analysis activities. Conducts research into matters related to the implementation of grants and makes recommendations, which may require the development of new methods and techniques to resolve major issues/concerns of efficiency and effectiveness of operations. Utilizes appropriate descriptive and multivariate statistics. Translates complex mathematical and statistical significance of utilization and outcome data. Makes recommendations which may require the development of new methods and techniques to resolves issues/concerns.

Exercises responsibility for the development, modification, and use of computerized databases necessary to support the Office of Opioid Abatement data tracking, monitoring, and reporting requirements. Regularly monitors program outcomes to ensure performance is on track with defined targets. Establishes and maintains record-keeping systems, including spreadsheets and other software applications, to track and monitor programs, services, and fiscal records. Maintains working relationships with partner agencies and the Commission towards ensuring coordination among providers, hospitals, organizations and individuals throughout the District’s system of care.

Tracks, updates, and maintains project requirements, documentation, issues, and funding and supports all other project deliverables under the director of the Opioid Abatement Director. Prepares a variety of reports including monthly, annual, and ad hoc utilization management reports; monthly and annual quality improvement summary reports; monthly and annual audit reports; prepares reports based on the findings of indicator analysis, trend analyses, technical studies, and database queries.

Attends Opioid Abatement Advisory Commission meetings.

QUALIFICATIONS AND EXPERIENCE

Candidates must have completed a full four (4) year course of study in an accredited college or university leading to a bachelor’s degree with major study in an academic field relating to health science or allied sciences pertinent to the position. In addition to meeting the basic requirements, this position requires one (1) year of specialized experience equivalent to the next lower grade level. Specialized experience is experience, which has equipped the candidate with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled.

Bachelor’s degree with a major study in an academic field relating to health science or allied sciences pertinent to the position.

WORKING CONDITIONS/ENVIRONMENT

The work is primarily sedentary and is normally performed in an office setting. However, it may require short periods of walking, bending, lifting, and standing in the performance of assigned duties or engagement in the community.

COLLECTIVE BARGAINING UNION (Union)

RESIDENCY REQUIREMENT

A person applying for a position in the Career Service, Educational Service, Management Supervisory Service, a line attorney position in the Legal Service (series 905), or an attorney position in the Excepted Service (series 905) who is a bona fide District resident AT THE TIME OF APPLICATION for the position may be awarded a 10-point residency preference over non-District applicants unless the person declines the preference points.
