DC Department of Human Resources is Hiring a Training Specialist Near Washington, DC

Job SummaryThis position is in the Center for Professional Learning and Development (CPLD) under the Training Administration of the DC Department of Corrections. The CPLD is responsible for providing instruction and training to new recruits, as well as ongoing pre-service training and professional development opportunities to all employees, including those necessary for certification by American Correctional Association (ACA) and Department of Justice (DOJ).
Duties And ResponsibilitiesServes as department training specialist/advisor in all facets of training matters for DOC programs and operational improvements. Develops and executes all facets of assigned cluster of courses, conducts comprehensive analyses and identifies training needs. Develops training plans and approaches, develops training and professional development programs including course content, materials, aids, and plan for instructors to conduct the training as assigned. Conducts current and long-range training studies and prepares reports relative to the impact of changes to policy, mission requirements, quantity and quality of instruction.
Plans, develops and/or provides guidance in the development of long-range master schedules for instruction and coordinates training programs as assigned. Works with a variety of stake holders to develop, review and design training curricula and programs for employees; research subject matter through policy and procedure manuals and other resources and authorities both in an d outside the Administration. Determines the objectives and scope of the training courses and criteria for evaluation. Plans the course content and references addressing Federal and District regulations in DOC guidelines for use in training sessions. Develops techniques and tools for measuring the effectiveness of the training provided; and recommends adjustments, modifications and advisability of further training. Designs and develops the training syllabus for the assigned programs in independent modules which encompass all aspects of the training goals, objectives methodology, materials, etc. Designs and develops digitized training modules for the agency's learning management system, professional development workshops, specialized training modules, etc. Monitors classroom presentation of instructors, comparing material presented and methods used against established programs of instruction lesson plans, etc. Implements training as directed by court mandates and regulartory policies and procedures issued by Federal and District Agencies and maintain an awareness of current trends in methodology and techniques of training. Participates in community outreach activities including speaking engagements, workshops, and serving as a resource person for assigned programs. Provides guidance, assistance and technical support to managers and supervisors through on the job training. Operates audio/visual equipment.
Qualifications And EducationApplicant must have at least one (1) year of specialized experience in the District of Columbia Government service obtained from the public or private service. Specialized Experience; Practical knowledge of the subject matter being taught; analytical skills to translate policies and procedures into effective training methodologies geared to the accomplishment of program goals and objectives.
OrA combination of education and experience. A minimum of one (1) year experience in the correctional field. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
LICENSE AND CERTIFICATIONNone
WORKING CONDITIONS/ENVIRONMENTThe majority of the work is performed in an office, or instruction room which is adequately heated, lighted and ventilated. Some of the work is performed in a correctional institution around inmates. Adherence to institutional safety and prevention guidelines is required.

Position Designation: This position is designated as Safety Sensitive per DPM Chapter 4, Suitability
This position requires a Pre-employment and random drug and alcohol screening, pre-employment background check and correctional training as well as annual in-service on a variety of topics such as suicide prevention, crisis intervention, safe crisis management and CPR certification and first aid.
A TB Test will be required prior to entry on duty.
