DC Department of Human Resources is Hiring a Workforce Investment Specialist Near Washington, DC

Job SummaryThis position is located in the Workforce Investment Council (WIC), under the administrative oversight of the Office of the Deputy Mayor for Education (DME). The function of this position is to serve as a senior, advanced level Workforce Investment Specialist, responsible for troubleshooting and resolving the more complex, problematic and controversial matters/issues associated with WIC. The work involves evaluating the effectiveness of District workforce development policies and programs; identifying existing programs and strategies that can be expanded, reduced, or adjusted in ways that enable the District to place greater numbers of unemployed residents in jobs; and proposing new policies or programs for efficiently targeting resources toward hiring and training services that provide the greatest benefits to local residents.
Duties And ResponsibilitiesOversees the alignment of WIC services, including but not exclusive to One-Stop Operator, Career Pathways, Workforce Intermediary and Eligible Training Providers. Develops processes and projects that will result in WIC staff overseeing the One-Stop Operator, Career Pathways, Workforce Intermediary and Eligible Training Providers WIC services are effectively communicating and collaborating. In coordination with the WIC Executive Director and Deputy Director, develops and executes Strategic Operating Procedures on how to better align the above-mentioned WIC services. Develops and tracks metric/reports to measure the effectiveness of service integration efforts, and shares these reports with WIC staff. Conducts meetings with WIC staff to receive updates and progress on projects for service integration. Coordinates and lead meetings with public stakeholders, interagency working groups, and community organizations. Works with WIC Executive Director and staff in the development of criteria for evaluating system performance and effectiveness of existing and proposed workforce investment activities. Develops and reviews data from various sources regarding current labor market trends and relevant community employment needs to evaluate the performance of services and providers. Responsible for furthering the development of an employer-driven workforce system by engaging and convening business leaders; aligning programs and services to employer needs; and connecting workforce partners to businesses within high-demand industry sectors. Performs in-depth research and analysis and provides recommendations to improve policies and practices in programs and services. Presents critical observations, findings, and recommendations on policy and regulations, and their effect on the services and activities.
Develops other quantitative and qualitative analyses, as required, consistent with commonly accepted practices for program evaluation. Assures that policy issues and recommendations are well-defined and recommends needed amendments to laws, regulations and other rules. Assesses, compiles and reviews data in order to develop policies, procedures and/or systems for establishing, operating, and assessing the effectiveness of programmatic and administrative control systems such as those designed to achieve anti-deficiency requirements are met, streamline and simplify regulatory schemes, facilitate inspection, compliance and enforcement activities, etc. Provides advice, leads projects, and provides facts and data to support effective decisions, when applicable. Provides guidance and support to WIC staff on controversial issues/matters. Contributes to the development of a District-wide strategy for workforce development and design long and short-range strategies in relation to the overall goals and objectives of the strategy. Exercises substantial judgment and autonomy in the leading meeting with public stakeholders, interagency working groups, and community organizations. Serves as a source of expertise, giving advice and feedback to agency staff on various projects; and maintains awareness of both federal and District workforce development activities and policies. Evaluates relevant legislation and projects the impact on workforce planning strategies and initiatives. Defines problems, identifies and evaluates alternatives, and assesses impacts when participating in workforce planning activities that involve long-range, complex and potentially politically sensitive issues. Monitors and coordinates projects that receive funding through WIC or funding requiring WIC oversight. Provides technical assistance to workforce development service providers. Maintains awareness of both Federal and District workforce development activities and policies. Performs other related duties as assigned.
Qualifications/EducationSpecialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.

Position Designation(s): The position has been deemed security-sensitive, pursuant to section 410 of Chapter 4 of the D.C. Personnel Regulations.
