Role Description:

The DC Water Program Manager, Industrial Hygiene will lead our efforts in identifying, evaluating, and controlling environmental and occupational hazards. The Program Manager will be responsible for developing, implementing, and overseeing comprehensive industrial hygiene programs across all water, stormwater and wastewater operations. This role involves collaboration with various departments to ensure that our work environment is safe, health risks are minimized, and compliance with all relevant local, state, and federal regulations is maintained.

Essential Duties & Responsibilities:
  • Program Development and Implementation: Design, develop, and implement comprehensive industrial hygiene programs, including exposure assessment, hazard control, and risk communication strategies.
  • Hazard Identification and Risk Assessment: Conduct regular site inspections and audits to identify potential occupational health risks and develop strategies to mitigate these risks.
  • Compliance and Regulations: Ensure all industrial hygiene initiatives follow relevant regulations and standards, including OSHA, NIOSH, and EPA guidelines. Keep abreast of changes in legislation and adjust programs accordingly.
  • Training and Education: Develop and deliver training programs to employees and management on industrial hygiene practices, hazard recognition, and the use of personal protective equipment (PPE).
  • Data Management and Reporting: Collect, analyze, and maintain data related to workplace exposures, incident reports, and inspection findings. Prepare and present reports to senior management, regulatory bodies, and other stakeholders.
  • Cross-functional Collaboration: Work closely with safety specialists, managers, human resources, and department heads to integrate industrial hygiene principles into daily operations and company culture.
  • Emergency Response: Participate in planning and responding to emergency situations involving hazardous materials or environmental releases.
  • Performs other related duties and projects as assigned at the discretion of the Director, DOSH.

Key Working Relationships: Interacts with operational staff and DC Water leadership. Coordinates programs and initiatives with multiple operational and shared services departments. Attends and participates in meetings within DC Water and with other government and private agencies.

Skills & Qualifications:

The qualifications listed below are representative of the knowledge, skill, and ability necessary for an

individual to perform each essential responsibility satisfactorily. Reasonable amounts of training are

provided.

Required Skills & Qualifications

Required Experience:
Five (5) years of experience in industrial hygiene or occupational health within a utility, construction, industrial or manufacturing setting.
Working knowledge of Federal, State, and local regulations, national standards and best practices relating to industrial hygiene. 
Minimum Education Requirements:
Bachelor's degree in Industrial Hygiene, Occupational Health, Environmental Science, or a related field.
Required Skills:
In-depth knowledge of industrial hygiene principles, techniques, and regulations.
Familiarity with industrial hygiene monitoring equipment
Strong analytical and problem-solving skills.
Excellent communication and leadership abilities.

Physical Requirements: 
General office conditions with some operational site/field visits 
Primary duties of this role are performed indoors, however, the person in this position may be required to conduct field visits that could last several hours. 
The person in this position may be subject to exposure to extreme cold and/or hot temperatures.
The person in this position may be subject to noise and hazards from various physical conditions.
The person in this position may be subject to atmospheric conditions that affect the respiratory system or skin such as fumes, odors, dust, mist, gases or poor ventilation.

Appropriate personal protective equipment (PPE) will be provided to ensure the safety of the employees. This may include, but is not limited to gloves, safety glasses, shoes, earplugs or muffs, hard hats, respirators, or coveralls, vests, and full body suits.

Preferred Skills & Qualifications

Preferred Experience:
Proven record of developing industrial hygiene policies, ensuring compliance, and leading operational teams in complex organizations.
Water and Wastewater experience
Preferred Education Requirements:
A Master’s degree in Industrial Hygiene, Occupational Health, Environmental Science, or a related field.
Preferred Skills:
Proficiency with software for data analysis and reporting.
Preferred Licenses & Certifications:
Certified Industrial Hygienist (CIH) is highly preferred
