Role Description:

The Program Manager, Permit Information Management System (PIMS), provides the critical functions necessary for the effective administration of DC Water’s Permit Information Management System (an Oracle product – OPAL), ensuring effective management of permit data. The role collaborates with management to deliver research, analysis, and technical solutions aligned with the business requirements of the Permit Operations, with a particular focus on systems, applications, and products (i.e., PIMS). The role is responsible for maintaining SOPs, processes, reports, forms, QA/QC of PIMS systems and data and conducting associated training. 

Essential Duties & Responsibilities:
  • Interacts with a diverse team of application users, process owners, and development teams to ensure effective PIMS application use while enhancing user experience, productivity, and efficiency, mitigating risks, and resolving issues. 
  • Manages the successful delivery of enhancements, documentation of program changes requests, reporting, and data and configuration items owned by Permit Operations. 
  • Manages day-to-day support for Permit Information Management System for approximately 100 users and system for tracking support issues.
  • Identifies and defines business requirements for workflows, reports, interfaces, enhancement, and forms. 
  • Ensures ongoing operational support for the application such as User ID maintenance, including but not limited to User ID creation/deletion, password resets, etc.
  • Maintains quality standards, including ISO requirements, for the PIMS. 
  • Develops and implements strategies to enhance information systems, secures vendor pricing, and negotiates acquisitions of software and services. 
  • Identifies requirements for potential system enhancements and provides testing and implementation coordination support. 
  • Facilitates testing and implementation coordination for periodic software upgrades. 
  • Serves as liaison from a financial audit perspective between the vendor, and DC Water auditors. 
  • Develops user manuals and assists in the development of training materials for PIMS users.
  • Oversees SLAs with vendors and drives training program for a core team which will serve as Catalog Managers to ensure seamless operations during absences. 
  • Serves as the business liaison between the process owners, information technology and Oracle teams to ensure that user requirements are clearly defined, documented, and fully understood. 
  • Assists in developing policies, procedures, and programs for effective implementation of PIMS initiatives within the department. 
  • Develops ad hoc reports for DC Water on behalf of Permit Operations. 
  • Performs other duties and projects as assigned at the discretion of the Manager, Business Support.

Required Skills & Qualifications

Required Experience:
5-7 years of progressive experience in designing and/or implementing information systems and technology. 
Demonstrated experience in SDLC methodologies, solution design, and managing large-scale IT projects.
Minimum Education Requirements:
Bachelor’s degree in computer science, information systems technology, management information systems or related field from an accredited college or university.
