Staff Mechanical Engineer

PEMEX Deer Park is a highly complex refinery located 18 miles east of Houston in Deer Park, TX. It is part of the Pemex group, a fully integrated oil company in the Americas, working across the entire value chain: exploration, production, industrial processing/refining, logistics, and marketing. The refinery’s rated capacity is 340,000 barrels per day and has the feed flexibility to process multiple grades of crudes to produce the high-quality transportation fuels the world needs. The Pemex site is co-located with other 3rd party chemical facilities, allowing for further integration and optimization of the refinery and its products. To be successful, you should have:

  • Minimum six (6) years of experience in a related manufacturing industry.
  • Strong knowledge of maintenance and reliability concepts, including risk assessment, Reliability Maintenance, Management of Change, and structured problem-solving.
  • Excellent troubleshooting, analytical, communication, and project management skills.
  • Proven ability to work effectively in teams to achieve common goals.

It would be great if you have:

  • Experience in a refining or petrochemical manufacturing complex.
  • Experience with static and/or rotating equipment and knowledge of industry codes and standards.
  • Certified Maintenance & Reliability Professional (CMRP) certification is a plus.

You will play a key role by demonstrating:

Technical Competence

  • Rotating Equipment: Pumps, electric motors, turbines, sealing systems, lubrication systems, fans, and blowers.
  • Static Equipment: Pressure vessels, heat exchangers, piping, valves, relief devices, joint integrity, and temporary repairs.

Budget Management

  • Develop and manage major maintenance and operational expense budgets.
  • Monitor maintenance spending within the production area.
  • Prepare and submit work scopes and investment proposals.
  • Perform life cycle cost analyses to determine repair vs. replacement.

Team Collaboration

  • Collaborate with production team members, including asset managers, specialists, operators, maintenance supervisors, inspectors, engineers, and safety representatives.
  • Work with central engineering experts and counterparts in various disciplines.
  • Coordinate with maintenance and turnaround planners and execution teams.
  • Engage with project engineering and support functions such as finance, capital planning, and procurement.
  • Liaise with third-party vendors, repair shops, and contractors.

As the Staff Mechanical Engineer, you will be the first point of contact for mechanical systems in their respective production areas. Below are the key areas of responsibility for PTSEs:

Operations Support

  • Work with Operations and Maintenance counterparts to solve day-to-day problems for safe and reliable unit operation.
  • Participate in Production Team meetings to stay aware of key activities.
  • Support as a key contributor during stabilization and recovery from operational upsets.

Critical Work Processes

  • Manage Threats and Opportunities (MTO): Identify and prioritize threats and opportunities related to mechanical equipment, utilize problem-solving skills to frame potential solutions, and take action to drive resolution.
  • Management of Change (MOC): Develop technical design bases, provide and facilitate technical assurance and hazard screening of design, assist with maintenance planning and execution activities, lead pre-startup safety reviews, and verify change close-out activities.
  • Reliability-centered Maintenance (RCM): Manage and continuously improve asset care strategies for fixed and rotating equipment using consistent methodologies and a standardized approach.
  • Maintenance Execution (ME): Drive compliance for critical planned maintenance, review deferral justifications, and seek optimization opportunities.
  • Process Safety Compliance:Manage and implement Process Safety recommendations for the assigned production areas.

Technical Delivery

  • Leverage technical acumen to outline the detailed scope of mechanical equipment changes. Assure compliance with Industry Standards, Company Design Practices, and local Site Orders for all plant changes.
  • Assess the health of Mechanical Equipment by utilizing:
  • Ensure Safe Production (review production unit shift reports, Assess operating window exceedances).
  • Managed Equipment Care (support completion of compliance inspections & implementation of mechanical equipment strategies).
  • Proactive Technical Monitoring (review exceptions from Operations sensory rounds, assess vibration analysis and oil sample analysis results, and recommend corrective actions).
  • Preventive and Predictive Maintenance (drive compliance and optimization).
  • Seek to identify and close gaps in technical development to qualify for technical assurance authorities (preferably in Rotating and/or Static equipment engineering).

Problem-Solving

  • Champion Causal Learning within the Production Team.
  • Perform investigations on failures related to mechanical equipment.
  • Seek to understand the root cause and correct issues the first time.
  • Identify opportunities to reduce waste in work processes using LEAN / Continuous Improvement methodology.

Business Planning

  • Participate in delivering the multi-year major maintenance plan for the production area. Ensure it is credible, competitive, and affordable and drives year-on-year improvement in asset integrity, reliability, and profitability.
  • Ensure mechanical equipment improvements are identified, prioritized, adequately funded, and suitably categorized within business plan portfolios.

Project Management

  • Provide updates on current project statuses and upcoming work scopes to relevant stakeholders. Contribute to decisions that prioritize the best interests of the site.
  • Challenge the self and production teams to assess that the work is executed by the right team in the organization based on size and complexity.

Turnaround Support

  • Support work scope development and field execution for mechanical equipment
  • Coordinate mechanical equipment surveillance
  • Participate in production unit pre-startup safety reviews and commissioning activities.
