Position Summary

Delaware County Community College (DCCC), located in Delaware County (Marple Campus), and PA CareerLink® is looking for a talented and dedicated WIOA Program Manager to join our team of diverse higher education professionals.
The WIOA (Workforce Innovation and Opportunity Act) Program Manager at PA CareerLink® plays a crucial role in overseeing and coordinating the implementation of WIOA programs and services within the organization. This position involves supervisory responsibilities, program management, and collaboration with internal and external stakeholders to ensure the effective delivery of WIOA-funded initiatives.
This is a grant funded position and continuation of this assignment, compensation, and benefits are subject to grant terms and availability of funds.
The PA CareerLink® WIOA Program Manager has internal contacts college-wide and external contact with visitors, and the general community. This position has access to sensitive personal and financial information and is expected to handle such information confidentially and with integrity and professionalism. This position is expected to represent Delaware County Community College in a professional manner and promote a customer service approach. The PA CareerLink® WIOA Program Manager supervisors assigned staff and reports to the Director, Workforce Entry Center and participates in Center and college-wide events, meetings, and activities, as necessary.

Essential Functions

  • Oversee the implementation and administration of WIOA-funded programs and services at PA CareerLink® Media.
  • Provide supervision, guidance, and support to WIOA program staff, including career advisors, case managers, and support personnel.
  • Ensure compliance with WIOA regulations, guidelines, and reporting requirements.
  • Collaborate with internal departments, partner agencies, and community organizations to maximize the impact and reach of WIOA-funded initiatives.
  • Develop and maintain effective working relationships with funding agencies, government entities, and other stakeholders involved in workforce development.
  • Lead the development and implementation of strategies to achieve programmatic goals and objectives, including participant enrollment targets, performance outcomes, and program quality standards.
  • Monitor program performance and outcomes, identify areas for improvement, and implement corrective actions as needed.
  • Provide training and professional development opportunities for WIOA program staff to enhance their skills and knowledge.
  • Prepare and submit timely and accurate reports to funding agencies and other stakeholders as required.
  • Stay informed about relevant changes in federal and state policies, regulations, and best practices related to workforce development and WIOA programs.
  • Participate in interactive, on-site meetings during normal business hours and on a regular basis; regular on-site PA CareerLink® office hours.
  • Other duties as assigned.
The successful candidate must be an engaging, effective, innovative, dynamic leader who is strategic and fosters collaboration. This individual will be able to demonstrate the use of best practice strategies associated with WIOA regulations and guidelines as well as program administration. This individual will demonstrate a spirit of an independent problem-solver and a strong understanding of the College’s and PA CareerLink® mission and goals. The WIOA Program Manager will also demonstrate a high level of confidentiality, integrity and professionalism and will also have a demonstrated ability to encourage, model, embrace, and incorporate diverse thought and perspective of all individuals of various backgrounds, ideas, and perspectives to foster an all-inclusive environment and drive results.

Experience & Education

Qualified candidates will have a minimum of 5 years of related experience in workforce development, program management, or a related field in a professional setting; prior experience working in a career center, school or community college environment is preferred. BA/BS degree from an accredited college or university in Public Administration, Business Administration, Social Work, Human Services or a related field of study or equivalent combination of education and related experience is required.
