Delaware HIV Consortium is Hiring a Program Manager: HIV Community Planning Near Wilmington, DE

The Delaware HIV Consortium (DHC) works to improve the lives of people living with and vulnerable to HIV through leadership, services, and advocacy. Founded in 1991, DHC has a long history of serving as the state's primary administrator of supportive services for people living with and vulnerable to HIV. By working collaboratively with community partners and providing direct services, DHC ensures that Delawareans living with HIV have access to comprehensive care, prevention programs, and support services. Additionally, the Consortium administers various programs such as HIV prevention education campaigns, re-engagement programs, condom distribution initiatives, and PrEP Navigation services. DHC provides services statewide through offices in Wilmington and Milford, Delaware.

Position Overview:

The HIV Community Planning Program Manager plays a vital role in enhancing the provision of HIV prevention, care, and support services to meet the needs of individuals living with and at risk for HIV in Delaware. In this role, you will serve as the statewide administrator of the Delaware HIV Planning Council (HPC) and be responsible for developing a diverse and inclusive planning body that ensures the state's HIV programs align with federally established standards. You will organize and guide HPC work groups, provide leadership to HPC co-chairs, oversee HPC membership, facilitate Council meetings, contribute to the state's needs assessment, review data, coordinate the preparation of the state's Integrated HIV Prevention & Care Plan, and collaborate with Delaware's HIV Grantees.

Essential Job Function:

| 1. | Logistic and Staff Support:

  • Facilitate the statewide community planning process for HIV prevention and care efforts through the HPC and its working groups.
  • Conduct six (6) HPC meetings annually, utilizing them as the primary forum for training and identifying areas of focus within HIV prevention and treatment in Delaware.
  • Coordinate meetings of the HPC and its workgroups, ad hoc groups, and informal networking opportunities for prevention and treatment service providers and stakeholders.
  • Ensure timely completion and dissemination of meeting-related information, including minutes, agendas, data reports, research, and other materials.
  • Guide the execution of the Delaware Integrated HIV Prevention & Care Plan: 2022 - 2026 for the Ryan White HIV/AIDS Program & CDC HIV Prevention Program, and develop update documents as needed.
  • Coordinate required evaluations and needs assessments as determined by the Delaware Division of Public Health Delaware Ryan White Grantee and HIV Prevention Administrator.
  • Facilitate an annual review of the HIV prevention grant application and signing of the letter of concurrence, concurrence with reservations, or non-concurrence, as needed.
  • Facilitate the HPC's annual planning activities, including HIV consumer needs assessment, HIV prevention needs assessment, HIV financial & human resources inventory, etc.
  • Monitor progress toward the state's Integrated Plan goals as a member of Delaware's Plan Review Team and facilitate related activities assigned to the HPC in the Plan.
  • Gather primary and secondary data for the Council's use through literature searches, focus groups, key informant interviews, and other research methodologies.
  • Represent the HPC and the Consortium on health coalitions such as the Wilmington Health Planning Council, Behavioral Health Consortium, etc.
  • Oversee the orientation and mentoring of new HPC members.
  • Provide or secure specialized technical assistance for the Council when required.

| 2. | Research, Publications, and Training:

  • Coordinate the development and dissemination of HIV-related materials, including data reports and research.

| 3. | Grassroots Organizing, Membership, and Recruitment:

  • Lead HPC membership and recruitment, ensuring members meet participation requirements and remain in good standing.
  • Routinely assess the skills and qualifications of current members, identify gaps, and recruit individuals to assist in completing the HPC's scope of work.
  • Perform targeted outreach to populations and organizations to increase diversity and expertise for advising, creating, and updating the Integrated HIV Prevention & Care Plan.
  • Maintain membership rosters and track representation of membership through the collection of completed membership forms.
  • Collaborate with Committee leadership to recruit, orient, and retain membership reflecting the communities most affected by HIV.

| 4. | Program Communications and Promotion:

  • Prepare articles for communication pieces, such as the Consortium's newsletter, Board Report, research reports, social media, and website, to provide updates on the work of the HPC.

| 5. | Administration:

  • Work with the Director of Finance and Administration on reporting and budgetary management of the HIV Community Planning Program.
  • Prepare complete and accurate invoices and reports for funding sources.
  • Submit check requests for various program costs.
  • Monitor the utilization of program funds and assess the need for additional funding to meet program objectives.

| 6. | Other duties as assigned and needed for the improvement and continuity of business for DHC.

Qualifications:

MINIMUM EDUCATION AND EXPERIENCE

  • Bachelor's Degree in health or social services or a related program.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES

  • Demonstrated ability to facilitate group processes and collaboration with diverse populations to encourage and develop community participation.
  • Experience in community planning is preferred.
  • Knowledge of the field of HIV is preferred.
  • Strong prioritization and multitasking skills, with the ability to meet firm deadlines proactively.
  • Innovative, detail-oriented, and experienced in managing visible and socially complex projects.
  • Capable of managing multiple high-priority assignments.
  • Strong interpersonal skills to develop positive relationships with staff, officials, and stakeholders, and the ability to effectively resolve complaints.
  • Strong analytical skills to interpret research data for reports
  • Reading comprehension skills to understand technical and legal materials.
  • Ability to provide effective supervision and staff management.
  • Ability to manage and conduct in-person and virtual public participation activities, meetings, and hearings.
  • Ability to work independently and collaboratively as part of a team.
  • Excellent customer or constituent service, interpersonal- and mass communication skills.
  • Proficient in MS Word, PowerPoint, Outlook, and Excel.
  • Experience in effective and persuasive oral and written communication, including presentations and public speaking.
  • Dependable, flexible, and able to maintain a high level of confidentiality.
  • Strong working knowledge of general office equipment (computers, telephones, copiers, fax machines, scanners).

Working Conditions:

  • May be required to move materials weighing up to 15 pounds.
  • Limited travel may be required within the designated area.
  • Work on some evenings or weekends may be required.
