Delaware Nation Industries is Hiring a Public Outreach Specialist Near Washington, DC

Overview:

This position is located in the Bureau of Oceans and International Environmental and
Scientific Affairs (OES), Office of Policy and Public Outreach (PPO) and will report directly
to OES/PPOs Public Diplomacy (PD) team lead. The position develops press guidance,
media notes, original social media content, and other materials for distribution within and
outside the Department. More specifically, the position shall coordinate the production of
public messaging and engagement related to U.S. government positions on climate change
and other OES priorities. The Contractor shall also organize major conferences and public
outreach activities managed by PPO on behalf of OES. In this role, the Contractor shall work
with other members of PPO, the OES office of Global Change (EGC), and the Office of the
Special Presidential Envoy for Climate (SPEC). The Contractor shall back up the other
members of the PD Team. This position requires a current Secret security clearance.

The position shall work with State Department personnel in developing press guidance and
social media on a range of OES priorities, especially climate change, and managing
conferences and public outreach events. The contractor shall develop and execute messaging
and events. The contractor shall coordinate among a range of interested Department offices,
specifically PPO, EGC, and SPEC as well as other U.S. agencies. The contractor shall support

the development and review of climate change communication strategies and
plans.

Responsibilities:

The Contractor shall plan and execute public outreach activities and press engagements
for OES/PPO directly supporting the PD Team Lead. On issues related to climate change,
the Contractor shall also work in close coordination with OES/EGC and SPEC. More
specifically, the Contractor shall create and coordinate press guidance and inquiries,
create media notes and fact sheets for environmental conferences, events and meetings,
and write speeches, public statements and newspaper opinion articles for high-level
officials including the OES Assistant Secretary and Principal Deputy Assistant Secretary.
Additionally, the Contractor shall execute communications plans, including social media
campaigns, post social media content on OES social media accounts, tweet live from
events, and draft blog entries for the Department of States official blog website,
DipNote. The Contractor shall conduct interactive web events with panelists from U.S.
government agencies and non-governmental organizations and live video broadcasts. the
Contractor shall design website layouts and coordinate editorial content for OES and
conference websites. the Contractor shall also coordinate virtual interns who compile
environmental, science, technology and health (ESTH) news articles for the daily OES
News Clips.

The Contractor shall assist in the development of a range of high priority Bureau events,

in particular those related to climate change. The Contractor shall work closely with EGC,

OES/EX, SPEC, and other offices in the Department to develop and execute climate change

public outreach events. The Contractor shall recruit and develop partners as appropriate for

the events. The Contractor shall provide guidance and support to hosts, both virtually and in person.

The Contractor shall send and track correspondence with speakers, coordinate speaker bios,

session descriptions, handouts and digital presentations. The Contractor shall also develop

conference and promotional materials, including social media toolkits for conferences. The

Contractor shall assist in the creation and coordination of the production of printed material,

i.e. agenda, program, posters, etc.

The Contractor shall organize on-site event registration, track attendees, and work directly with

high-level registrants and their staff on problems and inquiries. The Contractor shall participate in

all logistic operations and maintain and update participant and RSVP lists. The Contractor shall

ensure all representational events are organized following State Department regulations. On site,

the Contractor shall use social media to promote the event and draft script for participants in

conference videos.
