Delviom is Hiring a Federal Contracts/Proposal Manager Near Ashburn, VA

Delviom, LLC is seeking a skilled Contracts /Proposal manager to join our team. The ideal candidate will possess a comprehensive understanding of government contract regulations including FAR, DFAR, and ITAR, and will be proficient in navigating the complexities of contract documents. This role will involve proactive support in contract development, review, negotiation, and compliance within a fast-paced environment primarily serving the Federal Civilian or Department of Defense sectors.

Key Responsibilities:

  • Develop, review, and negotiate contracts, modifications, NDAs, teaming agreements, and subcontracts in alignment with company policies and government regulations.
  • Enter contract data accurately into appropriate forms and databases, ensuring completeness and adherence to electronic documentation standards.
  • Review Federal solicitations, requests for information and proposals, identify business risks, document findings, and provide strategic recommendations.
  • Work effectively and collaboratively with internal teams, serving as a focal point for contractual communications and facilitating internal reviews and approvals.
  • Ensure contractual compliance with FAR, DFAR, and other government regulations, including mandatory flow-down clauses, internal policies, and procedures.
  • Coordinate contract review and preparation with internal and external legal counsel when necessary, maintaining the highest standards of professionalism and integrity.
  • Manage contract close-outs, assist department leads and executives with contract interpretations, and participate in decision-making processes regarding contract content.
  • Assist in special projects and perform other job-related duties as assigned by management.

Qualifications:

  • Thorough understanding of FAR, DFAR, and ITAR regulations.
  • Experience supporting Federal clients in the Civilian or DoD sectors.
  • Excellent negotiation, diplomacy, and communication skills.
  • Ability to maintain professionalism and confidentiality when dealing with internal and external stakeholders.

Proposal Management:

  • Manage federal and state proposal efforts from initiation to submission.
  • Review and analyze solicitations (RFPs, RFQs, RFIs) to identify requirements and develop compliance matrices.
  • Build detailed proposal outlines and templates based on solicitation requirements.
  • Conduct and coordinate color reviews (Pink, Red, Gold) and ensure proposal quality and compliance.

Coordination and Collaboration:

  • Coordinate between internal teams, partners, and Subject Matter Experts (SMEs) to gather required proposal inputs.
  • Facilitate kick-off meetings and maintain continuous communication with proposal and capture teams.
  • Work with virtual teams across multiple locations to ensure timely delivery of proposal sections.
  • Work closely with other departments within the organization to ensure comprehensive and competitive proposals.

Process and Compliance:

  • Apply the Shipley proposal process to structure and manage proposal efforts.
  • Build and perform compliance reviews to ensure adherence to solicitation requirements.
  • Monitor and analyze opportunities on GSA, SAM.gov, and other relevant websites to support bid/no-bid decisions.

Additional Responsibilities:

  • Develop and maintain proposal schedules, ensuring deadlines are met.
  • Support capture teams in developing strategies and win themes.
  • Prepare and deliver proposal progress reports to senior management.

Job Requirements:

Experience:

  • Minimum of 2 years of experience in managing federal and state proposals.
  • Familiarity with the Shipley proposal process.
  • Proven ability to review and analyze solicitations and build compliance matrices.

Skills:

  • Strong organizational and project management skills.
  • Excellent written and verbal communication abilities.
  • Proficiency in using Microsoft Office Suite (Word, Excel, PowerPoint) and proposal management tools.
  • Ability to coordinate and manage virtual teams effectively.

Additional Requirements: U.S. Citizenship is required.

Education: Bachelor’s degree in business administration, Communications, or a related field preferred.

Reporting Structure: This position reports to the Director of Proposals and will work closely with other departments within the organization.
