Primary Purpose:

Supports deaf/hard of hearing, general, and special education certified teachers and support staff who work with deaf/hard of hearing students from birth through 12th grade, ensuring the provision of services as prescribed by individual education plans and compliance with all state, federal, and local requirements.

Provides leadership, guidance, and program support to general and special education teachers and campus administrators as they work with students with disabilities to ensure the provision of services as prescribed by the individual education plans and maintain compliance with local, state, and federal requirements.


Qualifications:

Education and Certification

  • Master’s degree
  • Deaf/HH Education or Hearing-Impaired Certification
  • Valid Texas teaching certificate issued by State Board for Educator Certification
  • Special Education certification
  • Administrative certification (preferred)


Experience

  • Minimum of five (5) successful years as a teacher of the deaf and special education teacher preferred in Texas
  • Minimum of five (5) years of supervisory, supervisory type, campus administrator or equivalent experience (preferred)
  • Experience providing or supervising related services personnel
  • Experience providing professional development to adult learners


Special Knowledge and Skills

  • Excellent organizational, communication, and interpersonal skills.
  • Understanding of the individual needs of students who are deaf/hard of hearing
  • Ability to communicate with all levels of deaf/hard of hearing students and their parents
  • Proficient expressive and receptive sign language skills
  • Ability to create and manage budget and personnel
  • Ability to coordinate district functions
  • Knowledge of special education programming and program implementation;
  • Ability to interpret policy, procedures and data;
  • Working knowledge and experience of special education state and federal laws and requirements;
  • Knowledge of general education curriculum (K-12), alternate education curriculum (K-12) and the Texas assessment system;
  • Excellent organizational, communication and interpersonal skills.


MAJOR RESPONSIBILITIES AND DUTIES:

Regional Day School Program for the Deaf (RDSPD)

  • Coordinates program services for students attending RDSPD and district deaf students.
  • Coordinate and monitor program teachers and support staff to ensure implementation of services to ensure that students achieve their IEP goals.
  • Collaborates and meets regularly with campus administrators of the RDSPD sites.
  • Systematically monitors timelines and student progress routinely.
  • Uses student data for RDSPS program improvement.
  • Attends RDSPD regional, state and local meetings to attain current practice information.
  • Creates and maintains the RDSPD budget using grants and Management Board funds.
  • Maintains RDSPD student database for the purpose of billing member districts annually.
  • Reports to the RDSPD Management Board at least annually.


Special Education Supervisor

  • Develops and maintains a supportive, collaborative relationship with parents, special education teachers and paras, campus and district administrators, special education support staff, and special education leadership.
  • Meets regularly with assigned campus administrators and teachers to ensure effectiveness of campus special education programming and services.
  • Coaches, guides, and supports special education teachers, instructional staff, support staff, and campus administrators to ensure program implementation and efficiency.
  • Assists teachers with alternative instructional strategies to ensure students participate in the general education curriculum.
  • Offers constructive recommendations to special education teachers, support staff, campus and district staff, and department staff to ensure that local, state, and federal policy and law are followed.
  • Collaborates with district level program supervisors (e.g., bilingual, human resources, elementary and secondary curriculum, CTE, counseling, PEIMS, state assessment, and others) to provide relevant staff development for teachers and to assist with gathering accurate data to support programming needs.
  • Systematically monitors local, state and federal compliance requirements related to special education and to ensure implementation of services.
  • Develops and provides professional development to ensure exemplary operations and program implementation.
  • Meets regularly with special education teachers and campus administrators to provide professional development, coaching, guidance, and leadership.
  • Organizes and facilitates meetings, training, and professional development for assigned campuses and assigned staff.
  • Conferences regularly with assigned staff to discuss performance, jointly develop improvement objectives and goals, and identify professional development opportunities to enhance current programming and services.
  • Supervises, coaches, and evaluates assigned staff using approved instruments.
  • Communicates regularly and efficiently with members of the Special Education Leadership Team, support staff, district personnel and regional/state personnel.
  • Participates in professional development to maintain and enhance skills related to leadership and to assigned programs or projects.
  • Attends and participates in department and district meetings and professional development as required.
  • Effectively and accurately utilizes the special education data management system and other software systems used within the department and district.
  • Communicates and regularly meets with the special education executive director regarding assigned staff and programs.


Other Related Duties:

  • Follows district safety protocols and emergency procedures.
  • Participates in professional development, department meetings, and special events as assigned.
  • Performs other duties as assigned by the Executive Director of Special Education.
