Job DutiesCSH is a 277 bed inpatient psychiatric hospital led by a team committed to the pursuit of excellence in serving individuals with mental health needs. We aim to support the wellness and safety of individuals with mental health needs and their communities throughout the Commonwealth. Central State Hospital (CSH), a State of Virginia mental health hospital located near Petersburg, VA, is recruiting for a full-time Benefits Manager to join the Human Resources Department team! The position provides advanced, professional Human Resource support, guidance, consultation, advice, and service to Central State Hospital regarding all aspects of Benefits. The Benefits Manager will manage comprehensive benefits program which includes technical, professional, consultative and administrative assistance relating to health benefits, regular and disability retirements, life insurance, exit interview/out processing, EAP and deferred comp. The position will also oversee, execute and guide the Workers' Compensation program, Leave Share, Short Term Disability, FMLA, Parental Leave, ADA Accommodations and Return to Work Program.
Job Duties:
  • Supervises the Benefits Administrators, ensuring that quality services are being provided to all employees around Benefits - general benefits, retirements, VSDP, VRS, Workers' Compensation, FMLA, Modified Duty, etc.
  • Ensures responses to external and internal customers are made within 24 to 48 hours.
  • Provide employees with quality customer service by advising them on their benefits and assisting them in completing the appropriate benefits forms.
  • Key employee benefits information in VRS system (VNAV), EZ Link and Cardinal within 3 workdays.
  • Worker's Compensation Program - performs and/or backs up duties of the WC duties of the WC Benefits Analyst
  • Ensures CSH receives proper reimbursement for WC Claims.
  • Ensure RTW program provides as much opportunity as possible to accommodate the restrictions, follows established protocol for securing modified duty and maintains excellent communication with the employee and supervisor.
  • Provides counseling to prospective retirees and process retirement applications, preparing all documentation appropriately and timely.
  • Responsible for the review and revision of HR Policies related to not only employee benefits but other related functions of HR.
  • Responsible for coordinating Annual Benefits Fair and Annual Service Awards Ceremony.
  • Other duties assigned.
Minimum Qualifications
  • Considerable knowledge of HR laws, rules, regulations, policies, and procedures associated with State and Federal health care and retirement programs.
  • Prior experience in COVA Benefits to include VRS, health insurance, defined contribution plans, life insurance, Cardinal, VNAV, etc.
  • Excellent organizational, analytical and communication skills.
  • Considerable experience with Microsoft Office, including Excel and ability to compile and analyze data.
  • Ability to work independently, with a team, multi-task, manage a heavy work volume, and meet the ever-changing demands in a fast-paced environment is essential.
Additional Considerations
  • College degree with major course work in Public or Business Administration, Human Resource Management, or related area.
  • SHRM-CP or SHRM-SCP certification
  • Experience working in administrative services in a hospital setting
