Job DutiesThe Department of Behavioral Health and Developmental Services’ (DBHDS) Office of Procurement and Administrative Services (PAS) is seeking two (2) qualified individuals to serve as Procurement Officers. This position supports the contracting needs for Central Office and DBHDS Facility staff, and provides assistance to the Community Services Boards (CSBs) as needed.
Additional Responsibilities Include
  • Assisting procurement staff.
  • Managing workloads and supporting assigned procurement activities.
  • Providing technical assistance and training to contract administrators.
  • Ensuring VPPA guidelines, APSPM rules, and agency policy and procedures are followed by staff for procurement.
Minimum Qualifications
  • Comprehensive knowledge of the Virginia Public Procurement Act (VPPA), Agency Procurement and Surplus Property Manual (APSPM), and VITA’s Buy IT Manual.
  • Complete understanding and practical experience in contracting for goods and services and contract administration responsibilities.
  • Knowledge of eVA functionality.
  • Knowledge of Small, Woman, and Minority (SWaM) requirements.
  • Knowledge of Small Purchase Charge Card (SPCC) requirements.
  • Extensive independent decision-making skills.
Additional Considerations
  • Knowledge of the DBHDS system of care.
  • Certification as VCO or must be acquired within one year of employment.
  • Experience as a public procurement professional at the buyer level.
  • Knowledge of public health care practices and facility operations.
