Department of Energy - Agency Wide is Hiring a Supervisory Management and Program Analyst (Supervisory Building Codes Project Officer) Near Washington, DC

Summary
As a Supervisory Building Codes Project Officer, you will deploy, manage, and monitor the IRA funded building energy code, zero energy code, or building performance standard awards. The incumbent will also support and implement best practices to advance or improve state/local building energy code programs, workforce training, compliance, and other supporting efforts across multiple U.S. domestic, state, and local jurisdictions. You will be a first-level supervisor of technical project officers.

This position(s) is open to: all current internal Department of Energy employees (including employees of WAPA, SWAPA, SEAPA, BPA, NNSA) currently on a competitive service appointment on a career or career-conditional appointment.
Duties
As a Supervisory Management and Program Analyst (Supervisory Building Codes Project Officer) , you will:
  • Evaluate procedures on the program's legislatively mandated requirements and programmatic goals and objectives.
  • Oversee and assure program implementation by subordinate staff and the development of methods and measures for reviewing and evaluating the efficiency of programs and the degree to which they are accomplishing their intended objectives.
  • Serve as the senior manager for the mission, programs, and operations under the program's purview. Facilitates seamless, unified program development and execution within and between other SCEP/DOE program managers.
  • Plan, forecast, request and provide justification as to the priority, relevance, and criticality for program/project equipment, supplies and other resources and stresses the necessity, importance, and consequences of not receiving the necessary funding.
  • Review the budget, monitor budget execution and expenditure for assigned projects/programs, and reports to the Program Manager on status of program performance against established goals and objectives.

  • First time supervisors will be required to serve a 1-year probationary period.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS GS-14: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service or equivalent. Specialized experience for this position is defined as:
  • Oversees or leads award funding and tracks financial obligations and expenses throughout the planning, execution, and close-out of awards; AND
  • Analyzes project applications, deliverables, schedules, budgets, and billing and provides feedback to program and contracting officials; AND
  • Identifies, anticipates, and resolves problems with multiple projects using effective communication, milestone planning, and identification of project risks; AND
  • Leads the review, requisition, negotiation, monitoring, and compliance process for formula or competitive grants at DOE.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better.
