Department of Homeland Security is Hiring an Operations Manager with Security Clearance Near Washington, DC

Duties The selectee will serve as an Operations Manager in the Office of Protective Operations. Typical work assignments include: * Serving as a Contracting Officer Technical Representative (COTR) to perform contract administration to include establishing personnel qualifications for contract workers, reviewing contractor's work, and reviewing and approving contractor invoices for payment. * Coordinating the arrival, receipt, storage, and delivery of processing mail and packages. * Collaborating with the Facility Manager to implement facility upgrades and maintenance. * Creating Standard Operating Procedures for maintaining and controlling material inventory, equipment, and supplies. * Coordinating facility and military installation access control, to include preparing and submitting documentation for contractors and delivery truck drivers. Requirements Conditions of Employment If selected for this position, you will be required to: * You must be a U.S. citizen to apply for this position. * One-year probationary period may be required. * Males born after 12/31/59 must be registered or exempt from Selective Service (see http://www.sss.gov/). * Complete the initial online assessment and USAHire Assessment, if required * Obtain and maintain a top secret Tier 5 clearance. * Submit to a drug test prior to your appointment and random drug testing while you occupy the position. * Financial disclosure report required. Qualifications You qualify for the GS-13 level (starting salary $117,962.00) if you possess one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing the following duties: * Overseeing mail and/or package screening procedures to recommend improvements to program efficiency; * Completing operational duties (i.e. staffing, logistics, procurement, scheduling, maintaining records, inventory management) to support program administration; * Coordinating facility maintenance activities to improve safety and/or security; and * Collaborating with contracting staff to coordinate contractor duties and/or requirements. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. The incumbent is required to attain their Federal Acquisition Certification for Contracting Officer's Representatives (FAC-COR) Level II within 12 months of onboarding. The incumbent will also be required to engage in acquisition continuous learning activities achieving 40 continuous learning points every 24 months. The incumbent works both in an office and industrial setting. The work requires regular and recurring exposure to operating machines and hazardous materials that may require the incumbent to wear personal protective equipment (PPE) and clothing. The incumbent is required to enter "warm areas" of the facility, where protective clothing is required, on a regular and reoccurring basis and must be aware of a wide range of safety and security precautions while enforcing safety regulations in regards to the workforce to include contract employees. Education This job does not have an education qualification requirement.
