Department of Homeland Security is Hiring a Property Management Specialist with Security Clearance Near Laurel, MD

Duties The selectee will serve as a Property Management Specialist in the James J. Rowley Training Center. Typical work assignments include: * Monitoring the progress of all procurement actions, expediting them, as well as reviewing and analyzing computer data to determine the status of ongoing programs. * Reviewing and tracking purchase requests to ensure accuracy of specifications, funding, appropriateness of justification, and purchasing procedures are followed. * Preparing policies, procedures, instructions, and guidance to ensure adherence to regulations, directives, and initiatives. * Identifying system deficiencies and recommending the implementation of corrective actions. * Analyzing equipment requirement trends to plan and recommend actions to facilitate maximum utilization of property and to substitute equipment on hand and ensure availability of equipment. Qualifications Applicants must demonstrate that they meet the Minimum Qualification/Specialized Experience requirements as noted below. Minimum Qualifications: You qualify for the GS-11 level (starting salary $82,764.00) if you possess one of the following: GS-11: Applicant must possess one full year of specialized experience comparable in scope and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing the following duties: * Reviewing property and/or resource management operations data and activities for a program; * Delivering reports or presentations to communicate findings and/or recommendations to key stakeholders; and * Utilizing automated systems to complete property management tasks (e.g., budget analyses, planning and tracking work, monitoring projects and operations, interpreting data). OR Successful completion of a PhD. or equivalent doctoral degree; or three (3) years of progressively higher level graduate education leading to a Ph.D. or equivalent degree, e.g., LL.M., if related, at an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to perform this work. OR Have a combination of specialized experience (less than one year) and graduate education (less than three years) that when combined equals 100% of the qualification requirement. Note: Only graduate education in excess of one year (generally 36 semester hours) may be used in this calculation. NOTE: You must submit a copy of your college transcripts (official or unofficial) and your resume must explicitly indicate how you meet the experience, otherwise you will be found ineligible. GS-12: You qualify for the GS-12 level (starting salary $99,200.00) if you possess one full year of specialized experience comparable in scope and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing the following duties: * Analyzing property and/or resource management activities to determine the effectiveness of program operations; * Conducting evaluations of property and resource management program operations to develop interpretations, projections, policies, and/or plans; and * Providing guidance and/or recommendation to stakeholders to influence decision-making. This work requires some physical demands, which may include some long periods of standing, frequent lifting, moving, and carrying of moderately heavy objects, and walking over rough and uneven surfaces in warehouses. Work is performed in an office and warehouse environment for inventory accountability. Work within the warehouse has some safety risks and environmental discomfort and may require the incumbent to take special safety precautions.
