Duties * Direct the development, implementation, and operation of an integrated Antiterrorism program. * Plan, formulate, and coordinate all matters pertaining to the protection and security of personnel, property and material against terrorist threats. * Ensure AT budget requirements are consolidated, prioritized and submitted in the correct format within prescribed timelines. * Provide policy and written technical guidance to be issued as command directive and prepares official correspondence for implementation of the AT Program for the garrison Senior Command Leadership. * Plan, develop, and administer vital AT and FP projects and programs which are central to the mission of the organization. Requirements Conditions of Employment * Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. * This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. * This is a Term position scheduled to last 23 months. * Term employment is subject to a one-year trial period. Employees serving a trial period can be removed with limited appeal rights * This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour. * This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: To qualify based on your experience, your resume must describe at least one year experience which prepared you to do the work in this job. Specialized experience is defined as: Analyzing and measuring the effectiveness of an Anti-terrorism (AT) program in support of the Force Protection (FP) mission; provide guidance in applying AT directives and policies consistent with program goals and objectives; and conducting briefings on AT planning. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS 11). You will be evaluated on the basis of your level of competency in the following areas: * Incident Management

* Vulnerabilities Assessment Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). * Position may be filled as a temporary promotion or detail NTE 15 months by a current permanent Army employee. * Temporary promotions may be extended up to a maximum of five years. * When a temporary promotion is terminated the employee will be returned to the position from which they were temporarily promoted; or, with their consent, to a different position of equivalent grade and pay. * When a temporary promotion is to an organization in a different command, the losing and gaining activities must agree to the temporary promotion and decide in advance which activity will assume responsibility for placement of the employee when the temporary promotion ends. If no decision is made, the employee will return to their permanent position of record. Employees who accept such time-limited appointment opportunities will be required to sign a statement of understanding. * Return rights to permanent position are not automatic and are subject to approval from the losing organization. If return rights are not agreed upon, the employee will not be placed in the temporary promotion or detail. If an employee is not granted administrative rights, the employee may still elect to be placed however, they become subject to the time limited action and will not return to their permanent position. * Employees who accept such time-limited appointment opportunities will be required to sign a statement of understanding. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify for this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
