**Duties**

The incumbent is responsible for providing transportation of passengers and cargo in support of the National Transportation Safety Board, Federal Emergency Management Agency, Department of Transportation officials, members of the President's Cabinet, FAA Administrator and his/her staff, other Federal Departments and Agencies and members of Congress.

Provides technical direction and oversight to team; plans, organizes, and directs team efforts; coordinates and integrates team efforts; assures production and accuracy requirements of team members; provides advice, counsel, and instruction to team members on work, provide on-the-job training to team members; reports to the supervisor on work accomplishments, training needs, and disciplinary problems of team members; provides information or makes suggestions, as requested by the supervisor, concerning promotions, reassignments, recognition and awards, and personnel needs of team members; resolves informal complaints, and suggests ways to improve productivity or increase the quality of the work performed by the team.

Requires working knowledge of modern cockpit avionics as well as above average ability to use the latest fight planning and computer based aviation programs on laptop computers as well as mobile devices.

Aircraft operations are conducted in accordance with applicable Statutes, Federal Aviation Regulations and other established policies, standards, and procedures. Ensures all necessary documentation required in connection with the flight operation is accurate and completed in a timely manner.

Works independently using own expertise and established policies, procedures, and directives for guidance on most assignment.

This is a sensitive, noncritical position. Requirements of this position may require access to information classified up to and including SECRET since the purpose and location of flights, or information aboard the aircraft may be classified. Incumbent shall maintain First Class Medical Certificate and shall possess an Airline Transport Pilot certification. Position requires frequent travel and availability on weekends and evenings.

Duties FV-I:

Serves as a restricted or unrestricted 14 CFR 135 Pilot-in-Command/Second-in-Command on Flight Ops missions in one aircraft type and is directly responsible for the safe operation of the aircraft, and functions as team leader of an assigned air crew. Subject to twenty-four hour on-call duty. Operations may include transporting passengers or cargo to and from a variety of domestic and foreign airports.

Duties FV-J:

Performs full-performance level work as an unrestricted 14 CFR 135 Pilot-in-Command on DCA Flight Ops missions in one aircraft type and is directly responsible for the safe operation of the aircraft, and functions as team leader of an assigned air crew. Incumbent may be subject to twenty-four hour on-call duty. Operations may include transporting passengers or cargo to and from a variety of domestic and foreign airports.

Will be assigned and qualified in at least one of the following functions: Instructor Pilot, Check Pilot, Crewmember Training Program Administrator, Flight Safety Office, Regulatory Compliance and Voluntary Programs (FOQA, ASAP, VDRP), Limited Flight Inspection Qualification or Flight Validation.

Applies experience and a comprehensive technical knowledge of the appropriate specialty to solve complex problems and develops improved technical processes or systems. Must satisfy licensing, qualification, and/or certification requirements appropriate to the specialty. Conducts recurring flight and system training for FAA pilots, and when designated, administers proficiency, standardization, and flight evaluations in assigned aircraft.

Supports reporting process for incidents; monitors trends; identifies operating hazards; develops accident prevention recommendations concerning ground and flight operations, ground handling; hazards and hazardous material recognition, storage, and handling.

Eligible candidates will be evaluated based on their responses within the application package and Supplemental Qualifications Statement, FAA Form 3330-47-3 ASIP (10/98).

**Certificates and Ratings:** All applicants must possess either a valid Commercial pilot certificate with airplane, multi-engine land AND instrument ratings OR an Airline Transport Pilot (ATP) certificate with multi-engine land rating. *Selected candidates without an ATP certificate will be required to successfully complete the ATP written exam within 60 days of appointment.* In addition, all applicants must possess either a valid first or second-class medical certificate. *Selected candidates must obtain a first class medical certificate prior to appointment.*

AND

**Minimum Flight Hour Requirements**

The following flight hour requirements apply to all applicants:

**TOTAL FLIGHT TIME - 1500 Hours.**

Flight time as a pilot in command or copilot in aircraft of any weight or category is creditable for this requirement. For inservice placement actions, up to one-fourth of the total flight hours may be waived for candidates who have demonstrated possession of the knowledge and skills needed to perform the work, provided: 1) applicant holds the required certificates and ratings; 2) applicant has acquired the pilot-in-command hours and flight hours in other categories essential to performance of the work; 3) applicant meets the requirements in terms of level and quality of experience; and 4) applicant's flying history indicates they are qualified for the position.

**PILOT-IN-COMMAND TIME - 250 Hours.**

Only flight hours acquired as pilot-in-command are creditable.

**NIGHT FLYING TIME - 75 Hours.**

For inservice placement actions, 25 hours may be waived if the applicant demonstrates the ability to perform the work.

**FLYING TIME, LAST 12 MONTHS - 100 Hours.**

For inservice placement actions, up to one-half of the flight hours may be waived provided the applicant's total background reflects the ability to perform the duties of the position safely. **NOTE: Flight time in an FAA approved level C or D full flight simulator is creditable towards meeting the recency of flight experience. If applicable, applicant must document time in the Airplane PIC or SIC blocks of the Total in Last 12 Months section of the FAA Form 3330-47-3.**

**MULTIENGINE AIRPLANE TIME - 500 Hours.**

Experience may have been in either light or heavy multi-engine airplanes.

**INSTRUMENT TIME - 75 Hours.**

At least 10 of the required hours must have been logged in actual instrument weather. The balance may have been
