Department Public Health is Hiring a Clinical Support Specialist Near Boston, MA

The Massachusetts Department of Public Health (DPH) seeks an experienced research analyst to serve as our new Clinical Support Specialist. This role conducts surveillance and complex administrative activities related to infectious diseases for high priority cases for the Division of STD Prevention and HIV Surveillance (DSTDP), within the Bureau of Infectious Disease and Laboratory (BIDLS), in conjunction with the clinical team. The incumbent supports clinical and surveillance teams within the DSTDP to complete critical provider follow-up, communication, and obtain case information. The incumbent requests relevant medical records for infants and birthing persons and performs medical record abstraction for congenital syphilis follow-up activities. The incumbent enters high-priority case information into surveillance databases, monitors quality of data, and performs data cleaning as needed. They support medication delivery programs through tracking, monitoring, and reporting efforts, and keep detailed records, data entry, and data clean inventory databases, perform quality checks and generate reports.

Duties and Responsibilities (these duties are a general summary and not all inclusive):
  • Provide general support to DSTDP staff in conducting surveillance activities and case follow up related to STIs and HIV and the Bureau of Infectious Disease and Laboratory (BIDLS).
  • Contacts clinic and hospital staff for medical information related to priority infections including congenital syphilis, HIV, and complex gonorrhea cases.
  • Submits and tracks medical records request to obtain case information for infants, birthing persons, and other high priority cases.
  • Reviews and abstracts results and data using MAVEN (the BIDLS surveillance and case management system).
  • Organizes spreadsheets and reports related to case management.
  • Assists with tracking related to field work and testing data.
  • Assists with oversight and tracking of medication inventories and supplies as needed.
  • Assist in the tabulation of data for visualization related to assigned work activities.
  • Ensure confidentiality procedures are adhered to and followed appropriately.
  • Triage provider inquiries and requests for clinical consult.
  • Provide follow-up for missing case information and/or lab results through direct provider calls, medical records requests, and work with infection control.
  • Use MS Office software to develop reports and conduct communications.
  • Develop and interpret data standards, survey instruments, data collection methods and processes.
  • Deliver and schedule training sessions, conferences and presentations for peers, colleagues, and external partners on existing data analysis, and job-related protocols and processes.
  • Perform statistical and analytical research per statutory requirements, pertinent to assigned programs.
Required Qualifications:
  • Understanding of the methods and techniques used in the collection of surveillance data.
  • Knowledge of the methods used in detecting changing trends, the preparation of charts, graphs, and tables.
  • Able to gather information by examining records and documents.
  • Knowledge of medical terminology and abbreviations.
  • Fit to communicate effectively with colleagues, superiors, and the public clearly and professionally.
  • Knowledge of how to conduct research by retrieving information from electronic and hard files.
  • Capacity to maintain accurate records.
  • Ability to write concisely, to express thoughts clearly and to develop ideas in logical sequence.
Preferred Qualifications:
  • Grasp of key trends and issues related to prevention of sexually transmitted infections including HIV.
  • Able prepare and use charts, graphs, and tables.
  • Capacity to analyze and determine the applicability of data, to draw conclusions and make appropriate recommendations.
  • Capability to establish and maintain harmonious working relationships with others.
About the Bureau of Infectious Disease and Laboratory Sciences (BIDLS):

The DPH Bureau of Infectious Disease and Laboratory Sciences (BIDLS), predominantly located in Jamaica Plain, provides public health response to infectious disease. These services include programmatic and epidemiologic response, as well as laboratory testing through the State Public Health Laboratory (SPHL).

Infectious disease response services address concerns of the general public as well as those disproportionately affected by infectious disease through a variety of risk factors. BIDLS administers ongoing disease reporting for over 90 reportable diseases in the state. Disease reporting review and follow-up with clinical providers and local boards of health is a central function of the bureau. Surveillance activity is complemented by an extensive contracted service system. These services are funded through state and federal resources and include prevention education, community outreach screening for infectious disease, immunization services, health service navigation, medical case management, insurance enrollment, housing assistance, and referral and linkage to infectious disease treatment.

The SPHL provides scientific expertise and capacity to identify infectious agents, chemical agents, and other toxins that cause human disease. The SPHL is an active partner in joint activities with other bureaus/agencies such as environmental health, food and drug, agriculture, disease prevention and health promotion programs, and public safety. The SPHL is a reference laboratory of the national Laboratory Response Network (LRN) and is a U.S. Centers for Disease Control and Prevention (CDC) Select Agent laboratory. SPHL staff work closely with laboratory and disease prevention programs at the CDC, and partners with the U.S. Department of Homeland Security (DHS).

MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have (A) at least four (4) years of full-time, or equivalent part-time, administrative, professional or technical experience in work involving research, data analysis, compliance, records management or program administration (B) an equivalent combination of the required experience and the substitution below.
Incumbents may be required to have a current and valid motor vehicle driver's license at a class level specific to assignment.
Substitutions:
I. A Bachelor's degree in a related filed may be substituted for a maximum of two
(2) years of the required experience.
II. A Master's degree or higher in a related filed may be substituted for a maximum of three (3) years of the required experience
