Environmental Analyst (EA) V, Branch Chief

The Massachusetts Department of Environmental Protection (MassDEP) is the state agency responsible for ensuring clean air and water, the safe management of toxics and hazards, the recycling of solid and hazardous wastes, the timely cleanup of hazardous waste sites and spills, and the preservation of wetlands and coastal resources. MassDEP seeks applicants for the position of Environmental Analyst V (EA V) Branch Chief for the TURA and Other Toxics programs. This position is assigned to the Boston office located at 100 Cambridge Street, Boston, MA and will report to the Bureau of Air and Waste (BAW) Deputy Division Director of Hazardous Materials Management or their designee. The incumbent will be responsible for:

  • The development and the implementation of the Toxics Use Reduction Act (TURA) regulation at 310 CMR 50.00, the Environmental Results Program regulation (ERP) at 310 CMR 70.00, the Mercury regulations at 310 CMR 73.00 through 77.00, and the Flame-Retardant regulation at 310 CMR 78.00.
  • Compliance and enforcement of regulations as well as ensuring that standard reporting and certification program enforcement documents are issued, tracked, and closed out in a timely manner.
  • Data analysis to measure progress and identifying program research, assistance, and regulatory/enforcement priorities and needs.
  • Direct supervision of four fulltime employees and indirect supervision of two employees to implement the regulations under this position.
  • Coordination with MassDEP Boston staff and regional staff to perform inspection and enforcement activities.
  • Support the advancement of the Department’s TURA/Toxics compliance and enforcement efforts, including updating guidance, outreach, and training materials, program implementation, data management and technical assistance to the regulated community.
  • Perform other duties as assigned.
  • Complete health and safety training, as well as other job-specific training as required.

Preferred Work Experience:

  • Familiarity with Massachusetts environmental regulations and policies
  • Knowledge of the principles and practices of the management of toxics of solid and hazardous waste.
  • Prior experience with regulatory compliance and enforcement, including the development and issuance of enforcement documents.
  • Prior experience with researching, developing, evaluating, and analyzing reports and data, and with presenting data about technical issues to a variety of technical and non-technical audiences.
  • Excellent computer skills, including working knowledge of Microsoft Outlook, Excel, Word, and Access.
  • Ability to analyze and critically assess data to drive strategic approaches and outcomes.
  • Prior experience developing and implementing programs and managing projects.
  • Prior experience coordinating programs and activities and working on project teams.
  • Ability to write concisely to express thoughts clearly, and to develop ideas in logical sequence.
  • Field and inspection experience.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least six years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least four years must have been in a professional capacity, and of which (C) at least two years must have been in a supervisory, managerial or administrative capacity, or (D) any equivalent combination of the required experience and the following substitutions.
Substitutions:
I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.*
II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required (A) experience.*
III. A Graduate degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.*
  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually competed.
NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience.
