About the Position
Dexis is seeking an experienced Chief of Party (COP) to lead USAID's Research and Analysis for Development (RAD) Activity and provide high-quality analytical services to strengthen how the Agency builds and uses evidence. These services will be provided to USAID/Bureau for Planning, Learning and Resource Management (PLR) and other USAID operating units or missions as needed
The full-time position is based in Washington, D.C. with support to missions globally. This position is contingent upon award.
Responsibilities
The COP will serve as the primary liaison with the USAID Contracting Officer's Representative (COR) and oversee all technical and administrative aspects of the project including central reporting, financial oversight, contract meetings. The COP will supervise staff across various technical components, managing relationships with subcontractors, and ensuring the project's compliance with USAID regulations.
  • Provide overall leadership for all aspects of the requirement, assuming responsibility for the overall technical, managerial and financial direction of the activity, developing appropriate solutions and ensuring quality and timeliness of all deliverables and compliance with USAID requirements.
  • Lead and motivate diverse teams and manage complex activities while ensuring all services and products meet client needs.
  • Ensure rigor, creativity, innovation, and appropriate ethical standards in study designs, implementation, and dissemination to fully meet stakeholder utilization needs.
  • Foster a positive and inclusive team environment.
  • Effectively direct high-volume, fast-turnaround, and complex evidence generation and evidence use tasks across diverse countries and contexts.
  • Serve as the principal contact with and represent the project to various USAID representatives and other activity stakeholders.
  • Identify, engage, and oversee principal investigators and other activity team members across multiple disciplines.
  • Lead and oversee task-level planning and implementation.
  • Drive the achievement of program results by ensuring the provision of timely, relevant, high-quality services.
  • Supervise the work of all personnel assigned to tasks under the program.
  • Ensure the USAID compliance and integrity of program operations.
  • Use data and evidence to foster a project culture of continuous communication, learning and improvement.
Qualifications
  • PhD in a relevant discipline such as economics, monitoring & evaluation, social sciences, or similar is preferred.
  • A minimum of fifteen (15) years of relevant experience required.
  • At least 10 years of experience in performance and impact evaluation, research, field surveys, assessments and other analytical activities.
  • Demonstrated leadership, management and operational experience overseeing multiple and simultaneous tasks and effectively determining priority actions.
  • Experience managing large-scale, worldwide research and analytical programs with time sensitive deliverables.
  • Must have strong quantitative analysis skills.
  • Knowledge of Democracy, Human Rights and Governance programming.
  • Subject matter expertise in the areas of research and evaluation, data collection, and monitoring and evaluation.
  • Familiarity with USAID rules and regulations (ADS, FAR).
  • Demonstrated experience managing diverse teams delivering a high volume of activities across is required, preferably in multiple countries.
  • Excellent interpersonal skills, client service skills and people management skills are required.
  • Strong written and oral communication skills in English.
  • Ability to travel internationally as needed to support the mission.
Preferred Qualifications
  • Experience leading and/or overseeing rigorous research activities (e.g., randomized controlled trials or other rigorous impact evaluations, systematic reviews or similar evidence synthesis activities).
  • Experience with diverse types of evaluation and research methodologies (quantitative and qualitative).
