About the Position

The Education Office needs short-term technical assistance to provide Communication and Collaborating, Learning, and Adapting (CLA) technical expertise, and support to the Education Office of the Ghana Mission. This will include supporting a range of education activities implemented by the Government of Ghana (GoG), Non-Governmental Organizations (NGOs), Civil Society Organizations (CSOs), and traditional implementing partners (IPs), in close coordination with other bi-lateral and multilateral donors.

The Education Collaborating, Learning, and Adapting & Communications consultant will serve as a subject matter expert in strategic information, learning, and knowledge management to the Education Office. In addition, he/she will be responsible for ensuring the effective development and use of strategic information across the Education portfolio. His/her duties will include providing Communication and CLA technical guidance, under the leadership of the Education Office Director or his/her delegate.

The consultant will work remotely for a period from on or around May 1, through November 29, 2024. The expected level of effort for this consultancy is a total of 60 days.

Responsibilities

  • Manages the Communication and Collaborating, Learning, and Adapting (CLA) component of Education Office activities. Organizes and leads consultations with Education Office staff, IPs, and other stakeholders to develop a Learning Agenda for Education interventions.
  • Manages the collection, dissemination and sharing of project implementation lessons learned, successes and best practices. This includes written and oral reports on progress, impact, problems, constraints and opportunities, identifying strengths, deficiencies and suggesting corrective actions, where necessary.
  • Prepares speeches for USAID and other representational officials. Prepares publicity materials on the implementation of education activities, such as Education Quarterly Newsletter, Education Fact Sheets, strategic, thematic briefers on key foreign policy initiatives (e.g., ending child marriage, youth inclusion, gender equity, and conflict prevention). Additionally, reviews and provides inputs to communication materials submitted by Implementing Partner, such as Activity Briefers, prior to public dissemination.
  • Facilitates knowledge sharing and learning by developing knowledge management systems, organizing learning events, and documenting best practices and lessons learned. Develops and implements learning strategies and processes to capture and document lessons learned, best practices, and innovative approaches.
  • Prepares and disseminates periodic internal and external updates/status reports on the implementation of education activities. External audiences may include GoG, stakeholders, IPs, host country media, and the general public.
  • Facilitates collaborating, learning, and adapting on technical teams during project implementation, but also encourages collaboration and learning among the implementing partners.
  • Provides project and activity design support for positive youth development activities, and supports subsequent implementation.
  • Serves as team resource person for technical and CLA inputs at all stages of project and activity design and development, including, but not limited to: strategy and project review and modifications or amendments, objectives and results, technical reviews and the suitability of interventions to achieve results.

Qualifications

  • Advanced degree (masters or higher) in education, statistics, public sector administration, international development, or other relevant training in education program management and a minimum of five years' experience in international development programming and/or implementation, or a bachelor's degree and at least six years of progressively more senior experience managing education or bi- multilateral assistance projects in a developing country context.
  • Excellent written and oral English communication skills.
