The Position:
Client: Commonwealth of Pennsylvania Pennsylvania Public School Employees Retirement System (PSERS)
Position Title: PSERS Project Manager PJM1 (XXXXXX)
Location: Hybrid; Remote Off-Site and On-Site (as required) in Harrisburg, PA
Duration: Initial term through 06/30/2025 ( Annual Renewal in 1-Year Terms)
Note: This is a hybrid role, primarily remote off-site with on-site as needed and as directed by the supervisor. Candidates must currently be within reasonable commuting distance (1-hour/50-miles) of Harrisburg, PA to be considered.
PSERS is in need of an entry / associate level Project Manager. This position will be a team member of the Project and Strategic Initiative Management Office (PSIMO). This position will be primarily responsible for managing all phases of several projects for various business units within the Public School Employees Retirement System (PSERS). This individual must be highly detailed oriented and a strong communicator, excelling in the abilities of listening carefully, facilitating conversations with all levels of an organization, and encouraging without judgement or bias.
Essential job duties include;

• Develop detailed Project Management Plans for the enhancement, business process re-engineering, development effort, and/or strategic initiative. Accountable for the delivery of all work tasks identified in the Project Management Plan.
• Conduct requirements gathering, lead project kickoff meetings, assign project roles and responsibilities, schedule and lead the appropriate cadence of project meetings, and capture all project artifacts.
• Manage and track project progress against the project schedule. Take corrective action as needed to ensure the project is on schedule.
• Notify team leads of project timelines, milestones, phases, work requests target dates, and approved executable work packages.
• Responsible for the capture and reporting of required project management metrics and preparation of status reports on a periodic basis for the project team, team leads, group leads, Sponsor, and/or appropriate stakeholders.
• Ensure all changes to scope follow processes outlined in the PSERS Project Management Framework and are documented.
• Communicate, build relationships, and work with staff and leaders throughout an entire project s lifecycle.
• Anticipate issues and proactively address them. Identify and track issues that arise. Serve as the primary point of contact for all project-related issues and resolution of issues.
• Manage several projects within the PSERS enterprise portfolio.
• Accountable for the final project management evaluation review with stakeholders.

The Preferred Skills and Experience:

• College Degree is highly desirable
• Experience in Project Management is highly desirable
• Certification(s) (PMP, CAMP, Lean Six) are highly desirable
• Experience with and/or knowledge of Project Management Institute s (PMI) methodology for managing projects is highly desirable
• Excellent Communication skills (verbal and written)
• Excellent Facilitation skills
• Excellent Organizational skills
• Proficient with Microsoft Office tools, such as Word, Excel, Teams, SharePoint and PowerPoint
• Demonstrated customer focus; can build trust and reassurance with staff, possess strong listening skills, provide timely and encouraging technical assistance
• Strong analytical skills; strong problem-solving skills, can communicate in a clear manner and effectively evaluates information to make decisions; anticipates obstacles and develops plans to resolve them
• Strong team player; collaborates well with others to solve problems and actively solicits input from various sources
• Creativity; must be able to adapt well to ever changing needs as driven by the customer and be able to think outside the box to provide solutions to problems
• Facilitation; must be able to ask meaningful questions to help customers unlock knowledge, resolve information conflicts, and inspire thoughtful reflection
