Diné Development Corporation is Hiring a Program Manager with Security Clearance Near Fort Knox, KY

Job Summary: Seventh Emergence is currently seeking a Program Manager to lead our on-site team at Ft. Knox. KY. The Program Manager will lead a team of training design, development, and IT support personnel that services the Army National Guard Recruiting Command Recruiting Command, the National Guard Strength Maintenance Training Center, and commands in all 54 states and territories within the National Guard. They will oversee and participate in projects related to the analysis, research, design, development, implementation, and evaluation of training programs using resident, mobile, web-based, and blended training using a multitude of Adult Education and Distance Learning (DL) methodologies. *Position is contingent upon contract award* Job Duties and Responsibilities: * Manage a multimillion-dollar labor contract with large travel budget. * Lead an Information Technology Customer Service and Support Team that provides hardware, software, Web-based, and IT Security support to the entire ARNG Recruiting Force of over 8000 personnel. * Collaborate with developers, functional technologists, technicians, and other key personnel to ensure all training applications, software, hardware, and other tools are operating efficiently and effectively. * Works closely with the Army National Guard Strength Maintenance Training Battalion (SMTB) to ensure all training provided is congruent with SMTB and TRADOC guidelines and all Staff and Faculty at SMTB are fully trained in all automated recruiting applications. * Design, develop, implement and evaluate training in various training designs used by the 54 states and Territory RRBs and NGB level users for online learning management systems, leader conferences, workshops, schoolhouse classroom and all custom designed training. * Design and develop testing tools for before and after-training analysis. * Develop and conduct online surveys, partitioned tests, and computer-based training critiques, AARs and feedback sessions. * Participate in pilot testing and early User Testing (EUT) of new training tools using training servers and "sandbox" type programs that are in continuous stages of development and evolution. * Provides training and support to the National Guard on its comprehensive and integrated personnel automated applications that support the manning, readiness and well-being of NGB through policies, programs, procedures and transformed systems for the ARNG-GSS SMTB. * Designs and develops all training materials to include lesson outlines, training guides, user manuals, practical exercises, handouts and pamphlets. * Develops and maintains web-based collaboration tools that allow the recruiting and retention force across all 54 states and territories to view training videos, request training and download training materials 24/7. * Works closely with the Army National Guard Strength Maintenance Training Battalion (SMTB) to ensure all training provided is congruent with SMTB and TRADOC guidelines and all Staff and Faculty at SMTB are fully trained in all automated recruiting applications. * Participate in Critical Tasks Site Selection Boards (CTSSB) to brainstorm, start or improve current training programs. * Provide SME and design assistance using DoD and TRADOC regulations and guidance as well as ADDIE and other instructional design and delivery models * Use software and web-based tools such as GoToMeeting, Microsoft Teams, Skype for Business, Adobe Captivate, Camtasia, and other design and collaboration tools. * Design, develop and implement Train the Trainer (T3) programs to ensure all current military and civilian trainers are fully equipped to execute adult education programs within the Strength Maintenance Training Center (SMTC). * Other duties as assigned. Job Requirements (Education/Skills/Experience): * Bachelors or Master Degree in Business Administration or Education or 4 years of related experience or training, or combination of education and experience that demonstrates proficiency in training, instructing, military recruiting, and military recruiting systems, applications and training/data analysis. * Must be a U.S. citizen or Permanent Resident able to obtain Public Trust clearance. * 10 years of experience managing a Training contract * 5 years of experience as a National Guard, Army, or Army Reserve Recruiter. * 5 Years of experience in adult learning, teaching, presenting, or training. Certified military instructor preferred * Graduate of military instructor school * Experience working as a member of a mobile training team preferred * Experience in training design and development with understanding of the ADDIE Process * 5 Years of experience using military recruiting automated and web-based computer applications for prospecting and processing candidates for enlistment. National Guard experience with automated recruiting systems and applications preferred * Experience in data analysis, recruiting trends, market evaluation, recruiting production desired. * Ability to travel throughout 54 states and territories * Residence within 50 miles of Fort Knox, KY and be able to report Monday through Friday with occasional work off-hours and on weekends.
