Dine Development Corporation is Hiring a PeopleSoft Developer Near Suitland, MD

Job Summary:

Maintenance of a Government Fingerprint scanning web-based system while developing a new system by migrating the requirements to AWS Cloud. The services and support requested include project management support, software upgrades, software development services, production support/routine operations and maintenance (O&M), software testing support, configuration management, technical writing and help desk support for the applications and interfaces.

  • The main functions of the application suite are the following:
  • Provide users a way to manage the suitability clearance process for all personnel. This includes but is not limited to: sending fingerprint check/name check requests to the FBI (Federal Bureau of Investigation) and receiving results; tracking receipt of case documentation; tracking review of investigation forms; tracking the initiation of investigations by OPM (Office of Personnel Management) and receiving results.
  • Provide users a way to maintain non-employee information, such as assigned Contracting Officer’s Representative (COR)/Sponsor.
  • Provide users a way to maintain COR information, such as certification details and assigned contracts.
  • Provide users a way to track foreign national visits, such as purpose of visit and arrival/departure dates.
  • Additionally, project personnel will provide knowledge transfer to Government staff, consultation for alternative industry standards on processes and procedures, and support integration of both hardware and software within the Government Intranet and Internet infrastructure, including migration to a federated cloud solution.

Job Duties and Responsibilities:

  • Assist with the development of policies for data management pertaining to security, auditability, and privacy, and ensure these policies are complied with supporting design and implementation of multiple systems using a variety of technologies:
  • PeopleSoft API Repository, including Non-PeopleSoft core API, and PeopleSoft PeopleCode, programming design, development and implementation.
  • Shell scripting design, development and implementation in Linux or Unix.
  • Maintaining interfaces, including development of new interfaces (e.g., Electronic Official Personnel Folder [eOPF]), updating current interfaces, and converting existing interfaces.
  • Debugging and optimizing Structured Query Language (SQL) statements within PeopleSoft’s Query Tool, Common Business-Oriented Language (COBOL) and Application Engine programs.
  • Updating and/or upgrading the PeopleSoft 9.2 environment using PeopleSoft Change Assistant in conjunction with the PeopleSoft Update Manager (PUM) to download PeopleSoft Update Image (PI) using a VirtualBox machine running on Windows 2019 server operating system.
  • Performing key tasks using Environment Management Framework (EMF) to gather, view, and publishing PeopleSoft installation, configuration, and update information.
  • Maintaining and developing backend processes and file transfers using SFTP, and batch scripts.
  • Performing systems analysis, design, and development.
  • XML and developing/consuming web services.
  • Oracle certified developer.
  • Perform code analysis and performance tuning on poor performing queries/pages.
  • Developing the DAPPS and its PeopleSoft application environment using Oracle PeopleSoft’s PeopleTools 8.59 or 8.60 which includes PeopleSoft Application Designer, Application Engine, Fluid User Interface, Reporting and Analysis Tools (e.g., Process Scheduler, SQR, Pivot Grid, Query, Tree Manager, etc.), Integration Tools, Administration Tools, and Lifecycle Management Tools.
  • • Substantial expertise and experience with Federal Human Resources and Federal Payroll systems including all related Office of Personnel Management (OPM)/Federal regulations.• Substantial expertise and experience with PeopleSoft 9.2 and PeopleTools 8.60 or above• Experience with PeopleSoft HCM Skills such as Human Resources, Recruit Workforce, Training Administration, Time and Labor, Payroll, Base Benefits, Security, etc.• Applying PeopleSoft application patches, bundles, and maintenance packs.• Documenting the configuration of the system• Performing file system configuration and management.• Migration of PeopleSoft Objects and Data between PeopleSoft environments as requested by developers.
  • Perform troubleshooting and analysis for system problems.
  • Perform security and impact analysis of new requirements and change requests.
  • Determine and implement appropriate IT security requirements. Gather and provide evidence for continuous monitoring.
  • Writing new code and creating new database objects and/or modifying existing program code and/or database objects.
  • Write/update code to ensure 508 compliancy.
  • Develop scripts to load or convert data.
  • Create/update design documentation.
  • Perform peer reviews.
  • Create and/or update security and other documentation affected by development changes.
  • Provide estimates for software change requests.
  • Perform unit testing.
  • Follow ADSD policies and procedures, adherence to ADSD configuration management practices.
  • Protect the confidentiality of sensitive data.
  • Investigate and respond accordingly to trouble tickets generated because of new development, new initiatives/enhancements, production support, testing, and/or researching problems that will be received or initiated by Census Bureau staff and routed to the contractor.
  • The Contractor shall provide documented feedback to the Census regarding any fatal flaws with the current environment and/or application.
  • Ensure that performance standards are met in a production environment.
  • Convert and support the build internal/external interfaces and integrations necessary to operate within the Census ecosystems.
  • Provide technical expertise for report, interface, and data conversion construction.
  • Develop Technical specifications for integrations, reports, and requiring custom development.
  • Develop Conversion mapping documents for all data conversion required for the project.
  • Construct and unit test all reports, interfaces, and conversions.

Job Requirements (Education/Skills/Experience):

Minimum Education: Bachelor's Degree in the field or related area; Minimum 8 years of experience.

Work Location: Initially the work location will be work from home, but when construction is completed on the Government offices (in MD), the work location will on-site at Government offices in Suitland, MD.
