Douglas County Government is Hiring a Right of Way Management Superintendent Near Douglas, GA

This is a supervisory position overseeing and managing staff and their work load under the direction of the Maintenance/Construction Division Manager. Under general direction serve as the Right of Way Management Superintendent engaged in right of way maintenance including mowing, herbicide spraying program, tree and brush trimming, tree removal, and debris removal. Additional responsibilities will include training personnel in safety procedures, preventive maintenance techniques, and enforcing compliance with the same, coordinating and planning the activities of a crew to accomplish all types of right of way maintenance tasks, completing required documents, forms, or reports and maintaining a positive working relationship within the department.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Duties include but are not limited to:

  • Supervising employees assigned to crew:
    • Assigning, monitoring, and inspecting work in progress
    • Upon completion, ensuring that projects are finished based on project plan or work order
  • Verifying that all work assigned is complete, and accurate
  • Instructing workers on proper safety practices and procedures and enforcing safety regulations to protect workers and general public
  • Directing and instructing crew and staff on work methods, procedures, and standards related to their assignments
  • Receiving work orders, establishing priorities, and completing projects assigned by Maintenance/Construction Division Manager, Director of the Department of Transportation, and the Board of Commissioners
  • Assisting in preparation of right of way management related work orders
  • Performing field investigations, data collection, and inventory
  • Responsible for preventive maintenance and repair, proper operation of assigned equipment, vehicles, and tools
  • Determining personnel, equipment, and supplies needed to accomplish required tasks
  • Inspecting right of ways to identify potential problems and determining corrective action
  • Reading figures quickly, and accurately performing mathematical calculations
  • Operate heavy equipment such as front-end loader, motor grader, bulldozer, backhoe, gradall, and other heavy equipment specific to right of way management and repair
  • Obtaining right of way clearance, measuring, and staking right of way, installing, or retaining existing erosion controls
  • Coordinating with utility companies to locate and mark utilities in work site
  • Administrative responsibilities include but are not limited to:
    • Material and budget monitoring
    • Training and evaluation
    • Basic management reports
    • Contract oversight
  • Explaining new or updated county and/or department policies and procedures to crew workers
  • Interviewing, recommend hiring, supervising, training, counseling, and evaluating subordinate personnel
  • Assisting in preparing staff reports to the Maintenance/Construction Division Manager, Director of the Department of Transportation, and the Board of Commissioners
  • Coordinating activities with other county staff, outside contractors, and agencies
  • Providing emergency response as needed after normal working hours and will be included in on call rotation
  • Occasionally supporting other divisions within the DOT to perform miscellaneous work or projects
  • Periodically participating in public and community meetings after normal working hours
  • Maintaining high ethical and professional standards
  • Performing other duties as assigned

QUALIFICATION REQUIREMENTS:

EDUCATION and/or EXPERIENCE:

  • Associate's degree or higher from an accredited college or university with major field of study in a related discipline
  • Four years professional related work experience
    • Minimum two years of which were performed in a supervisory capacity
  • An equivalent combination of education and experience may be considered

ELIGIBILITY REQUIREMENTS:

  • Must be 18 years of age or older

CERTIFICATES, LICENSES, REGISTRATIONS:

  • Possess and maintain a valid Georgia Driver's License (Class A) and a satisfactory motor vehicle record (MVR)
  • National Safety Council Flagging certified, or certification within six months of employment
  • International Municipal Signal Association (IMSA) Work Zone Safety certified, or certification within six months of employment
  • National Safety Council Traffic Control Zone Supervisor’s certified, or certification within six months of employment
  • NPDES Fundamentals Level 1 Erosion Control Certification Course by Georgia Soil and Water Conservation Commission within six months of employment
  • Georgia Department of Agriculture in General Standards and Right of Way Pest Control certified, or certification within one year of employment

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of or ability to learn county and department operations, ordinances, policies, procedures, terminology, and materials as they relate to assignment
  • Knowledge of or ability to learn applicable state, federal, state, and local codes and ordinances, laws, rules, and regulations as they relate to assignment
  • Knowledge of principles, techniques, guidelines, practices, and equipment as related to assignment; right of way management
  • Knowledge of business English, spelling, and grammar
  • Knowledge of basic business mathematics: addition, subtraction, multiplication, and division
  • Knowledge of Douglas County roadway system and geography
  • Knowledge of occupational hazards and safety precautions necessary for the safe operation of equipment, tools, machinery, and vehicles as required by assignment
  • Knowledge of the operation, maintenance, and repair of all department equipment, tools, machinery, and vehicles as required by assignment
  • Knowledge of specialized software, machinery, materials, terminology, and/or forms essential to the assignment
  • Knowledge of the MUTCD (Manual of Uniform Traffic Control Devices)
  • Knowledge of OSHA and other health and safety regulations, requirements and practices as they relate to assignment
  • Skill in creating, maintaining, and organizing accurate, detailed, and complete records in accordance with standard record-keepingprocedures
  • Skill in effective inter-personal and public relations and customer service; excellent oral and written communication skills to satisfactorily resolve conflicts and issues, and to explain established policies and procedures to employees and the general public
  • Skill in estimating and determining material and project costs
  • Skill in handling and operating all assigned equipment, tools, and/or vehicles in a safe and proficient manner
  • Skill in instructing, leading, and supervising employees and/or work crews
  • Skill in planning, prioritizing, and organizing work; ability to handle multiple work assignments efficiently, accurately, and professionally; skill in planning, prioritizing, organizing, reviewing, and evaluating the work of others
  • Skill in the use of personal computers, MS Office Suite, databases, spreadsheets, and word processing
  • Ability to apply common sense to understand, follow, and complete verbal and written instructions

Salary: $55,557.22-$60,843.12 annually, ($26.7102-$29.2515 hourly) plus full benefits package
