DOWL is seeking an enthusiastic and passionate mid-level Water Resources Engineer to join our Water and Environmental Services Group in Phoenix, Arizona. DOWL’s WES Group is recognized for its expertise in all aspects of water and wastewater system development including planning, design, permitting, hydraulic modeling of water and wastewater systems using state of the art software, water storage, water transmission and distribution systems, pumping, water treatment, wastewater treatment, wastewater collection and construction administration. The position will involve a wide range of responsibilities and work assignments, including both office and field work

Typical tasks include:

  • Serve an active role within the Water and Environmental Services Group company-wide in business and project development including preparation of proposals, project pursuits and business development activities throughout the Water Practice area.
  • Provide client management activities including active marketing, frequent client communication, and pursuit of clients and projects.
  • Market potential clients prepare scope and fee proposals for new projects.
  • Provide project management duties including development of scope, schedule, and costs and execution and management of the same throughout the project.
  • Perform, or assist with, computations for pipeline plan and profile sheets, site general arrangements, equipment selection and layout, detailed piping arrangements, and related project quantity estimates.
  • Perform and coordinate the design of water and wastewater systems including pumping, treatment, transmission and storage systems
  • Coordinate with government agencies, client staff, and other professionals to obtain design information and approvals.
  • Administer construction projects and oversee inspection and related tasks
  • Prepare and route project related correspondence and record keeping.
  • Conduct periodic site visits to construction sites to monitor quality and progress of the work.
  • Write and edit construction specifications and engineering reports.
  • Consistently exercise discretion and judgment in all work tasks.

The successful candidate will:

  • Participate in interdisciplinary teams and contribute in meaningful ways
  • Communicate with project partners and clients
  • Build on a strong knowledge of water and wastewater hydraulics and apply state-of-the-art tools, including GIS, WaterGEMS/WaterCAD and SewerCAD
  • Oversee and direct junior staff and designers
  • Develop creative and cost effective design solutions to challenging water and wastewater infrastructure projects

Qualifications

The minimum qualifications for this position include:

  • Candidates should possess a B.S. degree from an ABET accredited civil engineering or related program and 8 years’ progressive experience.
  • This position is for a licensed engineer to practice civil engineering in the state of primary practice or should be licensed in a different state with the ability to get the required license within 6 months of hire.
  • Excellent speaking and writing communication skills including report writing, project correspondence, technical presentations.
  • Ability to work in a team environment

Desired qualifications also include:

  • Master’s degree in Civil Engineering, or a related engineering discipline
  • An academic emphasis in hydraulics, pumping or treatement
  • Experience in the use of Autodesk Storm & Sanitary Analysis, ArcGIS, AutoCAD Civil 3D

Essential Duties and Responsibilities include the following:

  • Assist with field surveys and investigations, analysis of alternative solutions, cost estimating, technical report writing, final design, and construction inspection.
  • Perform hydraulic analyses using computer applications such as WaterGEMS/WaterCAD.
  • Other engineering related duties as assigned.

Job Knowledge, Skills, and Abilities

  • Demonstrated competency/experience with treatment processes, water and wastewater pumps, valves, piping, and storage systems.
  • Working knowledge of American Water Works Association (AWWA) Standards and local design standards such as MAG Standards.
  • Proficiency with and understanding of the engineering design process sufficient to perform and document design with little guidance.
  • Ability to identify and resolve design conflicts.
  • Ability to read, analyze, and interpret scientific and technical journals. Ability to respond to inquiries from clients, co-workers, regulatory agencies, or members of the business community.
  • Ability to effectively present information to clients, co-workers, and the public.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with abstract and concrete variables.
  • Ability to work with mathematical concepts, such as statistics, probabilities, and trigonometry.
  • Proficient in the use of Microsoft Word, Excel and Outlook
  • Ability to lead less experienced engineers and technicians and assist with determining appropriate staff workload and project cost estimates.

Physical Demands and Work Environment

While performing the duties of this Job, the employee is regularly required to sit, stand, and walk. The employee is required to talk and to hear. The employee is occasionally required to use hands to finger, handle, or feel. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus.

The work environment is generally an office setting, but intermittent field work is expected. The noise level in the office environment is usually moderate, while noise on construction sites may be high and require the use of hearing protection.

Geographic locations are taken into consideration with respect to compensation.
