Position Title: Community Day Program Manager, SE WI 

Location: Southeast Wisconsin 

Reports To: Assistant Director of Community Day Programs 

Status: Full-time (40 hours per week) on site with travel to other locations

Pay: DOE

Summary: 

The Down Syndrome Association of Wisconsin is a statewide non-profit organization dedicated to advancing the lives of individuals with Down syndrome and related disabilities and their families through awareness, education, information, programs, services, and the exchange of ideas and experiences. 

DSAW provides programs and services throughout the lifespan (Parent’s First Call for new and expectant parents, children’s services, adult services, vocational services, and aging services), as well as educational opportunities and events. 

We have an immediate opening for a Community Day Program Manager in Southeast Wisconsin. The Community Day Program Manager will oversee the uniformity and standardization, replicability, compliance, staff, training, resources and business development of DSAW’s Community Day Programs Department (community-integrated, site-based programming) across SEWI. The CDP Manager will expand DSAW’s site-based, HCBS group programming to individuals in Southeast Wisconsin by providing local oversight and coordination, as well as providing direct services themselves.

The CDP Manager will have an important role in all aspects of regional fiscal sustainability across DSAW’s current and future sites in Southeastern Wisconsin (the counties of Milwaukee, Racine, Kenosha, Walworth, Washington, Waukesha and Ozaukee), including: balancing staffing needs with current and potential billing; oversight and management of regional budget; tracking expenditures; setting financial goals monthly, quarterly and annually; tracking billing, participant authorizations, participant authorization balances and expiration dates. 

The CDP Manager will play an important role in all aspects of program oversight including fidelity of programs, marketing programs to families, participants and community partners, expansion of DSAW’s community programming footprint in SEWI and waitlist oversight. The CDP Manager will be the region’s senior manager responsible for the interviewing, hiring, direct supervision and ongoing training of CDP staff across Southeastern Wisconsin. 

On the participant side, this includes an active role in the participant life cycle including: meeting with new participants to complete a full intake, working with the individual and their family to create goals and plans, enrolling in programs, providing programming services, and ensuring ongoing quality of services. We are looking for someone who has significant experience working with individuals with disabilities. This person should have excellent organization and prioritization skills in order to assist with case management, program fidelity and program planning and scheduling. The CDP Manager must be a skilled communicator, empathetic listener, and excellent problem-solver, with the ability to help participants and their families put plans in place to achieve their desired goals. 

In order to complete this job well, the CDP Manager must be very comfortable with technology, and have the ability to quickly learn new systems. The CDP Manager should have a thorough understanding of MS Office/G Suite products. Experience with a participant management system such as Salesforce and a time tracking/scheduling system is a plus.

We are looking for someone with significant staff management experience, new business development experience, progressive leadership experience, and an affinity for innovation and disrupting old ways of providing “disability services”. The CDP Manager must be willing to work some evenings and weekends in support of this role. 

Essential Functions and Responsibilities 

Staff Management 

Oversee the uniformity and standardization, replicability, compliance, staff, training, resources and business development of DSAW’s Community Day Programs Department across SEWI (community-integrated, site-based programming). 

Senior manager responsible for the interviewing, hiring, direct supervision and ongoing training of CDP staff across Southeastern Wisconsin.

Directly supervise CDP staff, including providing feedback and completing annual performance reviews. 

Supervise ongoing service provision through weekly, monthly, quarterly and semi-annual check-ins – staffing, 360 reviews, family engagement surveys, semi-annual planning meetings. 

Manage staff scheduling 

Review and analyze time sheets 

Regional Sustainability and Growth 

Build and maintain regional fiscal sustainability across DSAW’s current and future sites in Southeastern Wisconsin (the counties of Milwaukee, Racine, Kenosha, Walworth, Washington, Waukesha and Ozaukee). 

Balance staffing needs with current and potential billing, oversight and management of regional budget. Track expenditures. Set financial goals. Track billing, participant authorizations, balances and expiration dates.

Work with the Assistant Director of Community Day Programs and Director of Programs to meet monthly, quarterly and annual goals for the region. Work with the Assistant Director of Community Day Programs as well as site staff to develop satellite sites throughout the region. 

Help grow services through activities such as personal phone calls, attending relevant DSAW and community events, outreach to funders, etc.

Participant Case Management 

Complete the initial consult, intake, and assessment for new participants

Oversee participant goal setting 

Actively maintain the region’s site-based caseload through regular oversight and monitoring of DSAW’s case management system with updated goals, reports, and records. 

Assign and schedule participant(s) to staff member(s) with appropriate training and hand-offs. 

Provide regular check-ins with the participant and their family. 

Serves as a member of the wraparound team for participants and their families. 

Direct Services Provision 

Direct instruction responsibilities in DSAW’s SEWI sites, especially to cover vacations, absences, substitutions. 

Work as a team to develop, implement and evaluate replicable curriculum to support participant skill acquisition. Consistently model appropriate social skills. 

Maintain and model positive professional working relationships and boundaries with participants, guardians, employers, and other significant persons in their lives. 

Advocate for participants as needed and teach advocacy skills.

Attend required meetings and in-service training sessions. 

Monitor participant’s goals and complete progress notes. 

Qualifications 

Education/Experience 

  • Bachelor’s degree in a related field.
  • 5 years working with families and participants with developmental disabilities. 
  • Program development is highly desirable. 
  • Supervisory experience is required. 
  • Applicants must have a valid driver’s license and insured vehicle.
  • Applicants must pass a caregiver background check that meets State of Wisconsin requirements.

  • Must be a sensitive and mature individual who is able to relate well to adults.
  • Demonstrates warmth, insight, interest, and respect for persons with disabilities. 
  • Willingness to accept flexibility with their schedule. 
  • Able and knowledgeable to cope with emergency situations or behavioral situations in a calm and effective manner. 
  • Able and willing to be a team player and to work cooperatively with their team. 
  • Able to communicate effectively with participants. 
  • Ability to multi-task and adhere to timelines set forth for quality management. 

Compensation 

This is a salaried position with compensation based on experience. Bilingual applicants are highly encouraged to apply.
