The Eagle Valley Transit Authority (EVTA) Transit Dispatcher

Responsible for the day-to-day scheduling, routing, and dispatching of transit fleet and personnel. Maximizes resources to ensure smooth and efficient delivery of transit and paratransit (Americans with Disabilities Act) service 20 hours a day, 7 days a week, over a 70 mile transportation corridor. Exercises a high degree of independence, judgment, and discretion to assist with resolving challenging operational issues in real time and in accordance with complex local, state, and federal regulations. The EVTA was formed by a vote of the registered electors of the Town of Avon, Town of Eagle, Town of Minturn, Town of Red Cliff, Town of Vail, Beaver Creek Metropolitan District, and Eagle County in the November 8, 2022. The EVTA will assume operation of the existing county-operated ECO Transit system; enhance coordination with local transit systems in Vail, Avon, and Beaver Creek; improve air service; and expand and increase transportation offerings throughout the EVTA service area. The EVTA is governed by an appointed 7-member Board of Directors (“Board”).

Salary Range for this position is $78,936 - $111,347 Final offer and placement within the salary range will be commensurate with experience. Requirements:

Major Accountabilities/Essential Functions:

Under general supervision, performs public transportation and paratransit (Americans with Disability Act) scheduling, routing, and dispatching duties for an assigned shift.

Maximizes the use of vehicles, staff, and equipment available to provide service on a daily basis.

Ensures a smooth flow of information among the operations team, as well as between EVTA and the public.

Operates a variety of communication equipment, including two-way radio, telephone, computer mobile dispatch terminal and scheduling software.

Creates, maintains, and monitors operator’s schedules and reports.

Responds to requests for service and provides a variety of information to passengers and the general public.

Must be prepared to work weekends and a schedule that could include working a span of hours starting at 4:00 am or ending at 3:30 am.

Exercises a high degree of independence, judgment, and discretion in selecting appropriate guidelines to follow and taking quick action to resolve issues, often with no supervisor immediately available.

Elevates issues appropriately and informs supervisors of resolutions or and/ or other actions taken for any problems that may arise.

Authorized to make decisions as supervisor on duty when Road or other supervisors are not readily available.

First point of contact for assessing fitness for duty according to DOT regulations and standards, including DOT regulations for drug and alcohol and physical/mental capacity for duties.

Responds to requests from multiple agencies when emergency transportation is required. Works with supervisor, and operations staff to plan and provide transportation.

Responsible for operations staff scheduling, paratransit scheduling and payroll.

Will be constrained with Road Supervisors.

Maintains accurate records and files for critical documents such as operational logs, incident reports, daily sheets, payroll related documents, exception sheets, medical call outs and time off. Distributes and files DOT vehicle inspection forms. Follows all DOT, FMCSA and FTA document retention requirements.

Verifies vehicle defects in accordance with DOT regulations. Maintains awareness of the location of all fleet vehicles and communicates with fleet mechanics and fleet technicians as needed.

Provides leadership and guidance while mentoring new employees with daily, weekly, and monthly processes.

Observes safety and security procedures, uses equipment and materials safely and reports potentially unsafe conditions.

Serves the community by demonstrating EVTA mission and core values and following relevant policies and procedures.

Other duties as assigned.

Emergency Support Functions:
ESF1 Transportation - Emergency Operations Center (EOC) Support May serve in an EOC Operations Center support role during an emergency. Works various shifts to support the EOC and their designated Emergency Support Function during an emergency. Participates in training and preparedness activities as directed by the Emergency Manager.

Education, Experience, Licensure, Certification, or Registration:

High school diploma or GED and moderate experience as a bus driver, or equivalent combination of education or experience.

Prefer minimum of six months experience as a bus driver, Class B with Air Brakes and P endorsement CDL.

Valid commercial driver's license (Class B with Air Brakes and P endorsement) in the state of Colorado with a satisfactory driving record.

A pre-employment drug screening is required for this position. Drug and alcohol testing guidelines as set forth by the U.S. Department of Transportation, Federal Transit Administration will be followed during the employment period.

Knowledge, Skills and Abilities:

Thorough knowledge of the geography of Eagle County.

Thorough knowledge of EVTA policies and procedures including as related to routes and vehicles.

Proficient with Federal, State and County regulations applicable to passenger carrying vehicles and hours of service and drug and alcohol policies and procedures.

Must be able to work closely with supervisors on duty and management with communication, identifying issues and providing solutions.

Ability to focus and concentrate with distractions and pay close attention to detail, while multitasking.

Strong interpersonal skills are necessary for establishing and maintaining effective working relationships with employees and the general public.

Ability to communicate effectively both orally and in writing.

Proficient at Microsoft applications and generally proficient with basic computer skills.

Ability to communicate effectively with internal and external audiences, including law enforcement.

Maintain confidentiality and privacy in all aspects of this position.

Bilingual preferred!
