DEFINITION:
Under the oversight of the Executive Director and general supervision of the Directors of Center-Based Programs is part of the administrative team, with oversight and coordination of the children’s center. position responsibilities will include overseeing the overall daily supervision of the early care and education facility including developing and maintaining an environment which supports and celebrates ethnic and family diversity, and that reflects the evolving practice of a reflective approach.
ESSENTIAL JOB FUNCTIONS:
Maintain and Supervise an Effective Child Development Center-Based Program.
- in developing, updating, and distributing to staff the program philosophy, mission statement, and personnel handbook.
- carry out the mission, goals, and objectives of the program.
- Understand all job descriptions, and other related materials covering all center positions including own.
- on-site functions and observations to ensure that all tasks are conducted according to the job descriptions.

Effectively Supervise a Program of Staff Development and Parent Management
- Create the written plan and procedures for medical and disaster related emergencies.
- Support staff and parents with provision of resource materials such as books, articles, and/or videos to enhance opportunities for individual professional growth.
- Orientate parents and staff using written policies.
- Give and receive feedback in evaluation.
- Gather needed information through regular communication with administration, staff, and parents.
- Develop a community among staff, parents, children, and advisory groups.
- Observe objectively and give positive and negative feedback in a way that helps individuals to grow.
- Motivate and challenge staff to set a high standard.
- Communicate clear expectations for performance.
- Supervise performance over time, with follow through, so that poor performance leads to termination and good performance is recognized.
- Possess knowledge of different supervisory styles and methods to meet individual needs of supervisees, appropriate to classroom staff.
- Model appropriate behavior.
- Understand different cultural styles of interacting, leading and participating.
- Provide any needed assistance or guidance for dealing with management of problem behavior.
- Plan and attend regular meetings for parent groups according to special needs and interests of clients.
Maintain Good Community Relations
- Maintain positive networking relationships with the following services, and learn their functions:
o CDE
o NAEYC
o CCAFP/USDA, Food Nutrition Services
o Community Care Licensing
o Childcare resource and referral organizations
o Health services, social services, and other vendors and providers of functions needed by the program and the parents using them.
o Community-based organizations such as religious institutions that have influence on families' lives.
o Provide an opportunity for parents to tour the facility and ask questions about philosophy, policies, and curriculum.
- Possess effective skills in communication, including:
o Public speaking.
o Writing letters.
o Supervising or producing flyers, parent newsletters, and other materials.
Maintain the Facility
- Follow procedures to monitor and correct facility issues to maintain compliance with all applicable codes - fire, safety, health, sanitation, building, and zoning.
- Report all faulty equipment via work order system to ensure a safe working environment.
- Maintain safe secure practices and equipment at all times.
- Monitor appropriate room arrangement/space design and support the design and redesign of effective space, based on knowledge of environmental design and early childhood education.
Legal Knowledge Necessary for Effective Supervision
- Applicable regulatory standards and concepts, including the rights of licensees.
- Custody issues that affect childcare.
- Confidentiality laws that affect childcare.
- Labor laws that affect childcare.
- Anti-discrimination laws that affect childcare, employee rights.
- Working knowledge of liability issues.
- Health rules.
Financial Supervision
- Design and implement a staffing pattern for each room.
- Monitor staff’s work schedule.
- Design and implement a process for ordering needed supplies/equipment with budget in mind.
- Implement fee collection policies.
- Maintain records of attendance and hours worked for each employee.
MINIMUM QUALIFICATIONS:
- California Child Development Site Supervisor Permit (or ability to possess) issued by California Commission on Teacher Credentialing with 3 units of Infant/Toddler and/or Equivalent.
- AS/AA in Early Childhood Education/Child Development/Human Development
- Current pediatric CPR and First Aid certification.
- In good health and free of active Tuberculosis.
- Possess a valid California Driver’s and be willing to travel to all Agency work sites, as needed.
- Must provide completed Health Screening Report, Immunizations and Department of Justice clearance prior to employment.
- Bilingual ability in English/Spanish.
REQUIRED SKILLS, KNOWLEDGE, AND ABILITIES:

- Ability to lift a minimum of 40 pounds, assume postures in low levels to allow physical/visual contact with children and engage in physical activity with children.
- Ability to effectively teach and supervise infants, toddlers, and preschool children.
- Ability to see and hear well enough to keep children safe.
- Ability to communicate well with adults and children of diverse academic, ethnic, socioeconomic, and cultural backgrounds, including people with disabilities.
- Ability to serve as a role model to staff, students, parents, and community observers.
- Ability to be sensitive to all children in a multilingual classroom while modeling appropriate curriculum.
- Able to reach a child 20-30 feet away in 30 seconds without danger to the staff person’s health.
- Ability to meet or exceed the company’s attendance and punctuality standards.
DESIRABLE QUALIFICATIONS:
- Bachelor's degree in Human Development, Child Development, Early Childhood Education, or related field.
- At least two years experience with enrollment management, facilities planning, development of staffing and budget plans, and staff supervision.
