Functions
Responsible for supporting the Project Team members in the planning, tracking, analysis, and reporting of projects of varying contract type, size, complexity, and level of risk from a financial perspective. Responsible for the tracking the budget of the Program to include the Earned Value Management System (EVMS).
Essential Duties & Responsibilities: Because Eastern Shipbuilding is continually growing to meet the needs of our customers, the essential duties and responsibilities may be different than described.
- Regular attendance at work and the ability to work flexible hours, including overtime, weekends, and holidays.
- Develop, maintain, and track of the status of all Government Financial Reports required by the Contract. This position involves significant interaction with the Project Manager (PM), Business Manager (BM) Control Account Managers and may involve interaction with Operations/Line Management, Finance personnel, Contracts personnel, Procurement, senior technical personnel, and various other functional or support organizations.
- Review of Project financial status with Business Manager and Project Manager.
- Maintain, and track Work Breakdown Structures (WBS) and related dictionaries, Control Accounts, Basis of Estimates (BOE), Integrated Master Schedule (IMS), Performance Measurement Baseline (PMB), change management process, work authorization process, subcontractor management, material control, cost collection, technical performance, integrated reporting, forecasting Estimates at Completion (EAC), and implementing corrective actions.
- Execute processes and procedures with supporting tools architecture and toolsets to track EVMS data.
- Work technical issues to include routine backups and maintenance of program data, integration of key tool enhancements/patches, security maintenance and setup, as well as establishing software licensing arrangements and producing artifacts and reports.
- Prepare and deliver written and verbal reports to Program Team and management regarding program performance including the execution of Integrated Baseline Reviews (IBR); the development and delivery of monthly Contract Performance Reports (CPR); and the conduction of audits and in accordance with contract requirements.
- Provide metrics and tracking support on design contract deliverable submissions
- Provide detailed plans of action and deficiency reports for contract deliverable reviews to support the project objectives and schedules.
- Perform work in accordance with ESG’s ISO standards and EVMS system description
- Perform other duties as instructed.
Supervisory Responsibilities:
No supervision duties. Travel, if required, is primarily local.
Reporting Relationship
This position will report to the Earned Value Manager.
Job Requirements
Qualifications
Education/Experience:
Education Required:
- Associates or Bachelor’s degree in business, finance, or related field.
Certifications Required:
- Control Account Manager certification
An equivalent combination of education and experience may be considered.
Experience Required:
- 2 or more years of experience in business, finance, or related field.
- 1-2 or more years of experience in formal Earned Value Management systems. Experience consulting for the federal government, the Intelligence Community (IC), the Department of Defense (DoD), or FEDSIM programs
- Control Account Manager certification
Desired:
- Purchasing or accounting experience
- Experience in Project management
- Advance skills in data systems and/or Microsoft suite
- PMI Project Management Professional (PMI-PMP)
- AACE Earned Value Profession (EVP)
- Process Improvement Certification
Skills:
Proficiency in:
- Excellent written and oral communication skills.
- Microsoft Suite experience including Word, Excel, Outlook, and PowerPoint.
- Working knowledge of various web-based design and collaboration tools.
