Duties & Responsibilities

  • Provides oversight of quality services by creating, monitoring and managing training initiatives and related services which strengthen workforce services. Responsible for performance and outcomes related to the Quality Management Plan.
  • Maintains effective mechanisms to promote timely problem identification and resolution to assure quality services are delivered in an effective and efficient manner.
  • Assure compliance regarding current federal, state, and local laws, contracts, accreditation standards, and policies and procedures.
  • Promote and advocate for improvements to the workforce system as related to the primary purpose of the Quality Management Plan, i.e., to strengthen practice, improve timeliness, accessibility, quality and effectiveness of services and increase the natural and enduring community supports for clients served.
  • Apply critical thinking to create strategies and interventions resulting in measurable increased performance of programs.
  • Serve as a member of the Quality team to design and implement a quality management system that oversees sampling, satisfaction surveys, data collection, systems analysis, evaluation, and redesign to respond to the requirements of the Quality Management Plan.
  • Contribute as a member of the Quality team to perform all functions, as necessary, through cross training and joint support, i.e., quantitative analysis and compliance review processes, qualitative analysis of programs and systems, and professional development initiatives through curriculum development, training and retention activities.
  • Create reports and recommendations based on analytical findings, performance outcomes, reporting requirements, etc., provide leadership to the team in implementing recommendations and then evaluating their effectiveness.
  • Participate in reviews and analyses of state systems as a subject area expert, serving as a resource to other team members.
  • As requested, respond to the quality management information needs of the Performance and Quality Improvement Committee and other advisory groups.
  • As a contributing member of the Quality team, research current best practice, regulatory, and compliance standards, as well as local policy and procedures, and integrate them into the Quality Management Plan.
  • Provide up to date information regarding current federal and state rules, contract requirements, procedures, and policies affecting all staff and participants.
  • Promote and participate in agency-wide continuous quality improvement initiatives through participation in the Performance and Quality Improvement Committee.
  • Provide accurate, professional representation of workforce development to community groups, including speaking engagements and other public relation functions, as designated.
  • Participate in accreditation maintenance and re-accreditation activities.
  • Monitor usage of automated tracking systems Analyze outcome data and prepare reports for submission to the funding sources, Management team and community groups as necessary.
  • Provide monitoring, preparation and technical assistance and support for external monitoring's.
  • Report to the Project Director and share information with various groups associated with the local funder, as necessary.
  • As assigned may perform the duties below:
    • Review of program files.
    • Monitoring of state systems.
    • Data Validation and reporting.
    • Scheduling of staff within career centers.
    • Monthly monitoring review checklists.
    • Other duties as required.

Qualifications

  • Bachelor’s degree from an accredited university in the areas of psychology, social work, or related human service field required or a combination of education and experience.
  • Three years of workforce development experience required. Previous QA experience is preferred.
    Possess knowledge of statutes, contract terms and Quality Management standards. Ability to analyze data and trends, apply that information to accepted standards, and recommendations improvements. Detail oriented, excellent verbal and written communication skills. Computer experience in a Windows environment, Microsoft Office (Excel, WORD, POWERPOINT), ability to learn and utilize other software programs (such as FSFN and CoBRIS).
  • Ability to sit at desk for long periods of time and tolerate extended periods of data entry. Must be free of communicable diseases as required by the state and to the extent that knowledge is attainable under the law.
  • Must have appropriate and valid state driver’s license and be able to meet requirements for Eckerd’s Auto Insurance and be able to drive for business purposes. Some travel maybe required. Must successfully pass a background screening process, including, but not limited to, state, local, and funder criminal background check requirements. Required to pass a drug screen in compliance with our Substance Abuse and Drug-Free Workplace policy

Training services include occupational skills training, customized training, on-the-job training, incumbent worker training, and transitional employment opportunities. We provide youth with development, academic instruction, career & technical education, and access to the 14 WIOA Youth Elements. We establish and develop relationships and networks with large and small employers and their intermediaries as well as develop, convene, or implement industry or sector partnerships.
