ECS is seeking a Program Analyst to work in our Crystal City, VA office.

Job Description:

Analyze strategies, plans, programs and policies to provide recommendations for how to improve them. Author, assess, and examine strategic planning documents, implementation plans, operations orders, presentations, talking points, memorandums, and other correspondence. Conduct data analysis and strategy assessments associated with organizational tasks, acquisition initiatives, and technical solutions to supporting a DoD program. Develop and execute strategy and plan for gathering and analyzing data to drive meaningful results for the mission. Collect, collate, analyze program and operationalize data. Investigate data trends and anomalies from a vast set of data. Develop predictive tools and provide results of analyses by making recommendations to leadership and stakeholder community as to how the data can be used to make critical operational, policy, and financial decisions. Review and conduct gap analyses of identified operational capability gaps and functional shortfalls including manning and equipping of organizational needs. Conduct in-depth reviews, analyses, comparisons, and evaluations of issues balanced against the identified operational gaps/shortfalls of all stakeholders and the impacts of those needs. Integrate internal/external feedback into continuous process improvement. Identifies and explains problematic issues and major areas of concern based on guidance and policies.

Required Skills:

  • 3 years experience working in a professional environment and providing programmatic support to a DoD program.
  • Experience assisting and supporting the development of recommended and required program documentation according to DoD policies, regulations and directives.
  • Experience planning, coordinating, and developing comprehensive reports to improve the overall development and execution of organizational programs.
  • Experience conducting quantitative or qualitative analysis and evaluation of programs and providing management with information about improving initiatives and strategic plans.
  • Experience authoring clear, concise, and accurate documents and briefings for approval and presentation to senior leadership.
  • Experience with Microsoft Office applications, including Word, Excel, PowerPoint, Project, and Outlook.
  • Ability to work independently with little or no direction.
  • Possession of excellent verbal and written communication skills.
  • Secret clearance.
  • Bachelor’s degree.

Desired Skills:

  • Experience with the military, including working with O-5 or above.
  • Experience in DoD requirements development and Army Program Objective Memorandum processes.
  • Experience with editing and writing technical articles, publications, or presentations.
  • Experience with creating project management plans and integrated master schedules.
  • Ability to write technical specifications, reports, brochures, or manuals for internal documentation, customer reference, or publication.
  • Ability to communicate research findings, technical developments, and other information to a wide range of external audiences.
  • Knowledge of DoD acquisition policies, procedures, and processes (5000 series).
  • Top Secret clearance.
  • Master's degree.
  • Project Management Professional (PMP) certification.
