Job Title: Executive Director of Talent Development Wage/Hour Status: Exempt
Reports to: Associate Superintendent Pay Grade: Admin Pay 10
Dept. /School: Central Administration Office Days: 227
Supervises: All Staff Within Talent Development

Primary Purpose: The Executive Director for Talent Development is responsible for managing and developing processes and programs that drive the attraction, retention and development of highly successful talent in all areas of the organization. Upholding the district culture and core values, the Executive Director plays an integral role in supporting the strategic direction of the district, specifically in the areas of talent sourcing, recruitment and selection, onboarding, performance management, personalized professional learning, talent development, succession planning, and employee relations.
QualificationsEducation/Certification:
  • Bachelor’s degree in education, human resources, educational administration or related field
  • Valid Texas administrator’s certificate (preferred)
  • Master’s degree (preferred)
Special Knowledge Skills
  • Ability to embed districts core values into talent development and management
  • Ability to create and model systems of management and collaboration that can be replicated across department teams
  • Ability to develop and implement policy to support strategic direction
  • Strong communication, public relations and interpersonal skills.
  • Ability to assess and mitigate risk associated with district programs/opportunities
Experience
  • Experience managing stakeholders toward a given outcome.
  • Minimum of five (5) years instructional leadership experience.
  • Minimum of three (3) years of experience as a project manager managing large scale projects preferred
  • Successful experience in the development and implementation of professional learning.
Major Responsibilities And DutiesEmployment
  • In support of the District’s strategic plan, develop the vision and drive the implantation of the short and long-term plans that will create a strong talent pipeline and skilled workforce and will ensure that processes and policies support the development and retention of ECISD top performers.
  • Coordinate across District departments to ensure the implementation of early and effective hiring practices.
  • Create, develop and implement the use of competency maps across the system to build job descriptions, recruiting and hiring rubrics, onboarding, professional learning plans.
  • Works closely with Senior Leadership to create targeted succession planning in divisions, departments and schools, including district-wide talent reviews and pipeline development.
  • Support ongoing development of the Opportunity Culture Model, expanding the reach of highly effective teachers.
Performance Management
  • Develop and implement short and long-term metrics for talent development that drive student achievement.
  • Ensure that evaluation systems for all employees are based on researched based competency maps and are implemented with fidelity across the district.
  • Develop coaching or training opportunities for leaders and managers to build knowledge and skill around key leadership competencies.
  • Lead the organization in setting and executing a competitive compensation strategy that includes monetary, as well as non-traditional, methods of compensation.
  • Drives strategy and implementation of tools and processes that allow divisions, departments, and schools to better use data for human capital needs.
Policy, Legal, Administrative and Budget
  • Coordinate preparation of federal, state and district reports and surveys.
  • Participate in professional development activities to obtain current knowledge of laws, rules, regulations and practices regarding Human Resources legal policies.
  • Assist Senior Leadership in developing annual plans and budget to ensure that they are aligned with the district’s strategic direction as it pertains to talent development and human resources strategy.
Personnel Management
  • Forecast personnel needs of the District for long term planning
  • Hire, organize, and direct the work activities of department staff
  • Evaluate job performances of department staff to ensure effectiveness
  • Provide training and development for department staff
  • Ensure department operations contribute to the attainment of District goals and objectives
  • Develop and monitor the annual budget for the department
Other
  • Perform other duties for the position as assigned by the Deputy Superintendent
  • Attend Board meetings and make presentations to the board as needed
Working ConditionsMental Demands/Physical Demands/Environmental Factors:
Maintain emotional control under stress. Frequent districtwide and statewide travel. Occasional prolonged or irregular hours.
