Edgewater Technical Associates is seeking qualified candidates for a Principal QA Engineer opportunity to support the Savannah River Site .

Principal QA Engineer-

The Principal QA Engineer will define the scope of technical and quality engineering programs and develop effective, quality solutions to challenges which involve unique or controversial problems. They will creatively meet all company and industry requirements and apply site systems to achieve quality, cost-effective, and timely results. The Principal QA Engineer will give quality guidance to less senior professionals on related tasks.
Responsibilities:
  • Apply technical and quality engineering experience in field of specialization to resolve complex problems.
  • Incorporate advanced technical and quality engineering practices and a variety of complex features such as: complicated technical requirements, application of new or special materials or processes, and difficult coordination or oversight requirements into problem solving and program planning.
  • Provide leadership in determining solutions to complex problems and be recognized as having expertise in a functional area of technical and quality engineering specialization.
  • Provide direction and position responsibility both inside and outside department lines on programs seeking new approaches to problems and new application of existing engineering and quality assurance principles; evaluate the results of programs through surveillances, monitoring, assessments, and reviews; prepare reports and recommendations based on these evaluations; and identify and recommend improvements where established technology, methodology, and procedures are inadequate for solution.
  • Keep informed of the advancement of technology and requirements as applied within one's area of specialization and expertise.
  • Develop QA programs and procedures and ensure compliance and effective execution of technical and quality assurance requirements within the assigned facility or program area.
  • Be accountable for compliance with the approved schedules and that personnel under one's technical guidance are appropriately trained and effectively utilized.
  • Prepare plans including schedules, budgets and personnel requirements for solving technical and quality engineering tasks identified by management.
  • Develop schedules, monitor progress, monitor expenditures of budget and review quality of work completed to ensure that technical and quality requirements are met.
  • Serve on a Facility Review Board, providing QA expertise in support of facility start-up and/or operation.
  • Support facility/project needs within the assigned area by conducting procurement, procedure, and work package reviews.
  • Communicate objectives and results to customers, colleagues, and management.
  • Prepare reports, professional papers, and articles for internal publication; Occasionally prepare reports for external publication.
  • Communicate with DOE-SR personnel regarding QA Program and corrective action status.
  • Enhance expertise in field through leadership in local technical societies. (may also participate in national technical societies, advanced studies, or national consensus standards committees).
  • Demonstrate commitment to TQ concepts by active participation and successful implementation of Div./ Dept. TQ initiatives.
  • Serve as a QA expert in evaluating the QA Programs of major program participants, including subcontractors and suppliers, in order to recommend corrective actions, redirect efforts, and provide judgment regarding a project or facility's potential for success
  • Present findings to program or facility management and Site QA.
  • Perform other duties as assigned by management.
Education (Must qualify in ONE of the following):
  • PH. D. degree in Engineering/Science with five (5) years of Quality Assurance, Quality Control, or Engineering experience in the fields of Operations, Maintenance, Construction or Industrial Manufacturing.
  • Master of Science degree in Engineering/Science with eight (8) years of Quality Assurance, Quality Control, or Engineering experience in the fields of Operations, Maintenance, Construction or Industrial Manufacturing.
  • Bachelor of Science degree in Engineering/Science with ten (10) years of Quality Assurance, Quality Control, or Engineering experience in the fields of Operations, Maintenance, Construction or Industrial Manufacturing.
  • Two (2) Year Technical Degree, Associates degree in Applied Science (NDE) OR Non-Technical degree with thirteen (13) years of Quality Assurance, Quality Control, or Engineering experience in the fields of Operations, Maintenance, Construction or Industrial Manufacturing.
  • At least sixteen (16) years of multi-disciplined professional Quality Assurance, or engineering related experience with increasing levels of responsibility in an operations, maintenance, construction, or manufacturing environment, of which, ten (10) years must have been in a senior position.
Experience/Skills:
  • Current or prior certification as a lead auditor (ASQC-Certified Quality Engineer is desirable).
  • Ability to apply novel thinking to unique problems where critical gaps exist in available guides and precedents; implement state-of-the-art technology.
  • Able to promote and negotiate comprehensive, advanced solutions to stated technical and quality problems.
  • Exercise some freedom in exploring subject area and identifying problems for investigation; defining strategy for developing a cohesive solution; and, in analysis and establishment of technical validity.
  • Receive consultative guidance in broad objectives and limits; results are reviewed for technical and cost accomplishments.
  • Satisfy quality assurance program requirements, this position is frequently called upon to develop new or enhanced methods. Innovative solutions within the bounds of the established requirements are sought; proposals are prepared; documents are developed, approvals are obtained; and processes are implemented (this often involves researching and contacting other organizations and DOE facilities for lessons learned).
  • Assist in effecting cultural changes to recognize Quality Assurance program is an equally shared responsibility of all employees within their specific task responsibility.
  • Resolve conflicts in approaches of government regulations requiring rigid verbatim compliance programs with contemporary concepts of cost effectiveness, continuous improvement, and Total Quality.
  • Develop methodologies for the graded application of standards and requirements to ensure public and worker safety while controlling costs to keep the site competitive for current and future missions.
  • Recognize as a site consultant and technical "voice" of the organization in one's field of expertise. May be involved in leadership positions in technical societies.
  • Accept responsibility for seeing that all parties meet program commitments.
  • Assist management by giving technical guidance to newer professionals.
  • Require ability to persuade/negotiate with other organizations as to the need for quality engineering support/services in the areas of compliance with existing quality requirements or as an enhancement to existing policies/procedures.
  • Require proactive approach across all levels of WSRC management to assure effective communication of quality program requirements.
  • Require tactful persuasion in dealing with the resolution of line organization/cognizant quality function quality issues which do not meet the minimum requirements of the established quality assurance program.
  • Require tact, persuasion, logic, and a proactive approach in responding to and reaching resolution of quality issues raised by DOE.
  • Require maturity in providing interpretations of the quality assurance program requirements to implementing organizations to minimize impact while achieving desired actions.
Preferred Qualifications:
  • Possessed an active DOE clearance ("L" or "Q") within the past two (2) years.
  • ASQC-Certified Quality Engineer.
  • Ability to negotiate, persuade others, and proactively research new technologies and methodologies.
Other Job Requirements:
  • Must be a US Citizen
  • Up to twenty percent (20%) travel.
  • Ability to obtain and maintain a DOE "Q" security clearance.
