The Educator Growth and Development Program Manager is responsible for overseeing and

implementing innovative programs aimed at enhancing the recruitment, advancement, and

development of a diverse educator workforce. This role involves establishing and maintaining

partnerships with educational institutions, community-based organizations, and other partners to

promote educator development initiatives. The Program Manager will implement training for

new teachers and administrators and WA State’s instructional frameworks. Additionally, the role

includes offering regional support through state partnerships, technical assistance, and services

related to the growth and development of educators.

Essential Job Functions:

A. Develop and oversee innovative programs that enhance the recruitment, advancement,
and development of a diverse educator workforce.

B. Establish and maintain partnerships with educational institutions, community-based
organizations, and other state partners to promote educator development initiatives.

C. Manage grants, including responsibilities for data collection, analysis, and reporting to
enhance program effectiveness and accountability.

D. Develop and maintain working partnerships and relationships with multiple state and
region partners.

E. Coordinate peer-to-peer networking, professional development opportunities, and
community events to provide regional support for the recruitment and advancement of

educators.

F. Provide technical and professional development services to support teachers' and
principals’ understanding of the Teacher and Principal Evaluation Program (TPEP)

evaluation process.

G. Implement instructional framework training for teachers, principals/assistant principals,
and principal evaluators.

H. Offer technical assistance to district leaders to customize strategies for using instructional
frameworks in observation and feedback.

I. Support regional efforts through peer-to-peer networking, technical assistance events, and
learning opportunities in Beginning Educator Support Team (BEST) support.

J. Design foundational learning opportunities to build core knowledge of mentoring for
equity.

K. Facilitate ongoing learning communities for BEST mentors to engage with others
throughout the school year, building knowledge, practicing skills, collaborating, and

reflecting on their work.

L. Conduct sessions to create space for induction leaders to connect around timely topics
related to Beginning Educator Support.

M. Manage regional services for the certification and/or recertification of teachers,
administrators, and paraeducators.

N. Support the Teaching and Learning Division in offering the Fundamental Course of
Study (FCS) and General Paraeducator Certificate training.

O. Enhance educational practices through a Multi-Tiered System of Support (MTSS),
including data-based decision-making, family, student, and community engagement,

evidence-based practices, team-driven shared leadership, and a continuum of support.

P. Collaborate effectively as part of the larger ESD Team to create system-wide change
through a community-driven approach.

Q. Prepare written materials (e.g., reports, procedures, documents, MOUs, agreements) to
document activities, provide written references, and convey information.

R. Complete reports and data entry as directed by grant awards or contract deliverables.
S. Respond to inquiries from a variety of sources (e.g., higher education, school

administrators, community-based organizations, teachers, and mentors) to solve problems

and provide information.

Other Job Functions:

A. Perform other related duties as assigned.

Qualifications:

Required Education and Experience

1. Master’s degree in education or closely related field.
2. Experience in providing support and/or training in WA State Instructional Frameworks.
3. Proven experience in educational program management, including coaching and training.

Preferred Education and Experience

1. WA State Administrator certification (Principal, Program Administrator, or
Superintendent).

2. Experience in educational leadership.
3. Knowledge in support strategies and mentoring practices for beginning educators.
4. Demonstrated ability to develop and maintain effective partnerships across multiple

sectors.

Required Skills, Knowledge, and or Abilities

1. Experience in structural change, grounded in principles of racial equity and social justice.
2. Proficient in effective techniques for supporting adult learners, fostering their growth and

development in the field of education.

3. Skilled in mentoring and building leaders to enhance their support of novice educators.
4. Ability to effectively collaborate as a team member with other groups or individuals on

joint projects.

5. Capability to motivate and lead district and building teams on TPEP (Teacher and
Principal Evaluation Program) and BEST (Beginning Educator Support Team) programs.

6. Expertise in supporting and advancing beginning educators to ensure equitable access to
high-quality education for every student.

7. Proficient in organizing and managing multiple tasks, addressing concerns as they arise,
meeting deadlines, and planning for future needs and goals.

8. Strong ability to communicate effectively in both oral and written formats.
