Job Summary Join our dynamic team at the Department of Public Works as a Financial Analyst! In this role, you'll be at the forefront of financial analysis, uncovering insights to optimize the cost of services and drive strategic decisions. Performs complex financial analysis; recommends actions to understand and optimize the cost of services. Manages financial data and analyzes, summarizes, and interprets results and provides past, current, and future status of finances. Performs a variety of functions which may include but are not limited to analysis of data received for compliance with GAAP, GASB, Federal, State, and Local policies and procedures. Tracks materials used, projects, assets, and Federal, State, and Grantor reimbursements. Develops presentations, reports, executive summaries, and other written materials.
Essential Duties/Responsibilities
  • Performs complex financial analysis to inform strategic decisions. Proactively and independently identifies opportunities for cost savings and increased value.
  • Collaborates with leadership and staff to develop and maintain procedures and methods for recording costs of services (labor, contracted services, inventory transactions), ensuring accuracy and efficiency.
  • Audits expenditures, outstanding encumbrances, and revenues for each budget and reconciles with the County Finance system expenditure and revenue summaries.
  • Actively contributes to improvement projects and initiatives, including analysis of financial data, project budgets, and cost accounting; applies Generally Accepted Accounting Principles (GAAP) effectively and accurately.
  • Ensures the accuracy of reporting to grantors to maximize funding and reimbursement to the County.
  • Produce reports for federal and state compliance.
  • Validates and reviews proposed savings. Follows up and monitors progress against cost saving targets.
  • Partners with leadership and staff to manage and report costs. Builds, compiles, and distributes financial reports.
  • Ensures compliance with County policies, accounting standards, and costing best practices.
  • Prepares and presents audit reports, cost of services, encumbrances, and budget versus actual reports.
  • Tracks projects through the appropriate systems. Analyzes job costs ensuring all job cost codes and accounts are used correctly.
  • Participates in procurement processes, including solicitations.
  • May participate in process improvement initiatives and activities.
  • Performs other duties as required.
QualificationsKnowledge, Skills, and Abilities:
  • Knowledge of accounting and budgeting principles and practices as well as Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB).
  • Knowledge of grant accounting and projects with federal and state funding requirements.
  • Knowledge of governmental procurement practices and procedures, including the ability to prepare specifications and facilitate the process for formal and informal procurement solicitations.
  • Strong analytical skills to interpret and evaluate various methodologies and associated data.
  • Knowledge of Microsoft Office, including Word, Excel, and Outlook.
  • Ability to work independently, exercise sound judgment, and work under pressure at multiple tasks.
  • Ability to efficiently plan, schedule, and organize.
  • Ability to provide accurate information and possess a high level of attention to detail.
  • Ability to produce timely and accurate reports; ability to make correct mathematical calculations.
  • Ability to communicate effectively, both verbally and in writing. Ability to prepare clear and concise reports, spreadsheets, charts, graphs, and presentations. Must be able to provide accurate and detailed information.
  • Maintain regular and punctual attendance.
Required Education and Experience:
  • Bachelor's degree in accounting, finance, or related field.
  • Minimum three years of accounting, cost accounting, or related finance experience.
  • Any equivalent combination of related education and work experience that satisfy the requirements of the job will be considered.
Preferred Education and Experience:
  • Experience in accounting, cost accounting, or service costing in a government setting.
  • Experience in construction project management, such as capital projects or assets.
  • Experience in government purchasing methods, including RFQ, RFI, RFP, IFB and contracting.
Pre-Employment Requirements:
  • Must pass conditional post offer background investigation and drug screen.
Work ConditionsDuties are performed primarily in an office and remote work environment dependent on Department discretion and business needs.
